Resumo: Abstract: This paper analyses policy making of education towards the mobilization and organization of different types of forum (non-electoral arenas); with the intention of intervene at the legislative procedures. The research was synthesized to different theoretical approaches that directed the analyses of public policies and associated them to the public action of sociology.  Furthermore, by taking empirical inputs from the revision of the literature in order to demonstrate how, in the [short] periods where non-electoral arenas were associated to the operative of democracy classic institutions. The study concluded that narratives of education policy to organize non-electoral arenas, government coalitions and advocacy coalitions are important.   Keywords: Analysis of public policies of education. La investigación sintetizó diferentes abordajes teóricos que orientan el análisis de las políticas públicas y las relacionó con la sociología de la acción pública. En segundo lugar, aportó empiria para demostrar como, en los [pocos] períodos donde las arenas no electorales fueron asociadas al funcionamiento de las instituciones clásicas de la democracia, ocurrieron procesos decisorios más participativos en los legislativos. El estudio concluye sobre la importancia de las narrativas de políticas públicas en la construcción de arenas no electorales, de coaliciones gubernamentales y de defensa.   Palabras clave: Análisis de políticas públicas de educación. A pesquisa sintetizou diferentes abordagens teóricas que orientam análises das políticas públicas e as relacionou com a sociologia da ação pública. Em segundo movimento, aportou empiria para demonstrar como, nos [poucos] períodos onde arenas não eleitorais foram associadas ao funcionamento das instituições clássicas da democracia, ocorreram processos decisórios mais participativos nos legislativos.  O estudo concluiu sobre a importância das narrativas de políticas públicas na construção de arenas não eleitorais, de coalizões governamentais e de defesa.   Palavras chave: Análise de políticas públicas de educação.
