Partnerships in protected areas: diversity of modalities, purposes, and effects involved

Resumo: This article offers a contribution to the study of and reflection on the theme of partnerships between the public and private sectors, considering the repercussions and possible effects for the protected areas and territories involved. It focuses on partnerships that aim to support services and activities for visiting protected areas, such as the concession modality, which will be problematized from a perspective directed at the market and the prioritization of economic and financial aspects in the current context of management of protected areas. Based on an analysis of bibliographical references and the mapping of partnerships in protected areas, we present relevant issues related to the purposes that underlie partnerships in the scope of public policies and to social control throughout the cycle of partnerships, and close with the presentation of "public-community based" partnerships as a necessary agenda to promote local tourism initiatives. In the planning of partnerships, we draw attention to the composition of arrangements that value the diversity of the country.

Direciona ênfase às parcerias que visam apoiar os serviços e as atividades de visitação em áreas protegidas, como a modalidade de concessão, que será problematizada diante do viés mercadológico e de priorização dos aspectos econômico-financeiros no atual contexto de gestão das áreas protegidas. A partir da análise de referências bibliográficas e do mapeamento de parcerias em áreas protegidas, são apresentadas questões consideradas relevantes sobre os propósitos que fundamentam as parcerias no âmbito das políticas públicas, o controle social em todo o ciclo de parcerias, e finaliza com a apresentação das parcerias "público-comunitárias" como uma agenda necessária para promover as iniciativas locais de turismo.
