Previous analysis of socio-environmental feasibility in tourism concession planning in Brazilian National Parks

Resumo: | Tourism concessions in National Parks are implemented as a strategy to overcome deficiencies in human and financial resources that directly affect the tourism structure in these Protected Areas. This type of partnership has been gaining ground on the international and national scene, with a clear increase observed in Brazil in all spheres of PA management. At the federal level, ICMBio Normative Instruction nº 9, of July 13, 2018, disciplined rules for concessions implementation, one of which is related to the previous studies that need to be carried out before they are implemented. Among these studies, there is a need to carry out studies to ensure the socio-environmental viability of the activities and services proposed in the concession projects. Given that the normative instruction that guides the construction of these contracts mentions the concern with their environmental viability, the objective of this article was to analyze the inclusion of socio-environmental criteria in the previous feasibility studies of tourism concessions in Brazilian National Parks. This article analyzed 22 documents, referring to previous feasibility studies of tourism concession planning in 14 National Parks, and identified a gap in the presence of socio-environmental feasibility analysis in concession planning. No information was found regarding environmental feasibility studies of the activities, and only partial references to possible social impacts of the concessions were identified, in Financial and Economic Feasibility Studies, referring to the forecast of jobs that will be generated with the concession, and in selection processes for hiring a team to prepare Economic-Financial Feasibility Studies, where there is a request that the studies must include estimates of the social and economic benefits for the concession company or provide data about possible forms of tourism involving the local community. This study made it possible to identify a lack of alignment in the planning process of concessions in Brazilian National Parks with the guidelines given by IN nº 9 of July 13, 2018, and a gap in feasibility studies carried out regarding obtaining information to ensure the socio-environmental viability of tourism concession projects. |

Esse tipo de parceria vem ganhando espaço no cenário internacional e nacional, com um crescente aumento observado no país nas diversas esferas de gestão. Na esfera federal, a Instrução Normativa nº 9, de 13 de julho de 2018, do ICMBio, disciplina regras para a implementação das concessões, sendo uma delas quanto aos estudos prévios que necessitam ser realizados antes que estas sejam implementadas. Dentre eles, destaca-se a necessidade de serem feitos estudos que assegurem a viabilidade socioambiental das atividades e serviços propostos nos projetos de concessão. Dado que a instrução normativa que orienta a construção desses contratos menciona a preocupação com a viabilidade ambiental dos mesmos, o objetivo deste artigo foi analisar se há inclusão dos critérios socioambientais, e como ela é conduzida, nos documentos que compõem os Estudos de Viabilidade das concessões dos serviços de apoio à visitação nos Parques Nacionais brasileiros. Este estudo analisou 22 documentos, referentes ao planejamento de concessões de 14 Parques Nacionais, e identificou uma lacuna na presença de análises de viabilidade socioambiental no planejamento das concessões. Não foi encontrada nenhuma informação a respeito de estudos de viabilidade socioambiental das atividades, e foram identificadas apenas menções parciais a possíveis impactos sociais das concessões em Estudos de Viabilidade Econômico-Financeira, referente à previsão dos empregos que serão gerados com a concessão, e em publicações para contratação de equipe para elaboração de Estudos de Viabilidade Econômico-Financeira, onde há a solicitação de que os estudos que incluam as estimativas dos benefícios sociais e econômicos para a sociedade da concessão ou forneça informações sobre possíveis formas de turismo envolvendo a comunidade local.
