Histórias da terapia ocupacional na América Latina: processos de criação dos primeiros programas de formação profissional

Resumo: | The thesis formulated here is based on questions about the reasons for the emergence or implantation of occupational therapy in Latin America and how the stories involving such processes are reduced to the reproduction of the history of the United States of America as if their reasons and contexts had been the same. The assumption that guided us was the search for the specific reasons in the different countries of the continent, in the Latin American. The general objective was to investigate the historical processes of creation of the first educational program in occupational therapy in each of the 14 countries that are members of the Latin American Confederation of Occupational Therapists. For this, the data presented here and discussed were constructed in four main stages: 1) design of the countries participating in the research; 2) identification of the participants, with the use of questionnaires and interviews; 3) search of historical records and scientific productions on the history of occupational therapy in each country; 4) analysis of the data produced by the questionnaires, interviews and historical records. The results of this thesis are evident in the discussion of historical pathways, from the creation of occupational therapy in the United States at the beginning of the 20th century, to the analysis of the main historical antecedents that provided the creation of the first professional training programs in Latin America countries from the 1950s onwards. The data analysis was proposed in eight dimensions: 1) the replication of educational programs models influenced by rehabilitation prospects of the Northern countries; 2) the formation of programs subordinated to medical logic; 3) the public for the educational programs composed mainly of women from urban elites to carry out social and humanitarian aid work; 4) the influence of World Federation of Occupational Therapy in determining guidelines for the curricula of new training programs; 5) international cooperation projects for the development of Latin America, mainly carried out by international organizations such as the UN, WHO, PAHO and ILO, which have contributed to the creation of standardized responses to the demands of rehabilitation; 6) regional cooperation, also mediated by international cooperation agencies, offering assistance for the graduation of professionals from other Latin American countries; 7) the professors of these first programs are, besides medics and occupational therapists from other countries, newly graduated occupational therapists, almost always from the training programs themselves; 8) the relation between the creation of the first educational programs and the political, economic and social situation in each country, which in some cases causes educational programs to to be boosted or receives little investment, mainly by the interest of States in developing, or not, strategies of care for the subjects and groups, in general, non-priority. The main conclusions allow us to point to the analysis of occupational therapy, at least in the scope of educational programs, as a product of the articulation between nation-states, by the logic of capital articulated to Coloniality. |

El presupuesto que nos guió fue buscar por las razones propias en los diferentes países del continente, en el recorte latinoamericano. El objetivo general fue investigar los procesos históricos de creación del primer programa de formación en terapia ocupacional en cada uno de los 14 países que son miembros de la Confederación Latinoamericana de Terapeutas Ocupacionales. Por lo tanto, los datos presentados aquí y discutidos fueron construidos en cuatro pasos principales: 1) delineamiento de los países participantes de la investigación; 2) identificación de los colaboradores, con la utilización de cuestionarios y la realización de entrevistas; 3) búsqueda de registros históricos y producciones científicas sobre la historia de la terapia ocupacional en cada país; 4) análisis de los datos producidos por los cuestionarios, entrevistas y registros históricos. Los principales resultados de este trabajo se evidencian en la discusión de los recorridos históricos desde la creación de la terapia ocupacional en los Estados Unidos de América, a principios del siglo XX, hasta el análisis de los principales antecedentes históricos que proporcionaron la creación de los primeros programas de formación profesional en los países latinoamericanos, a partir de la década de 1950. El análisis de los datos se ha propuesto en ocho dimensiones: 1) la replicación de modelos de formación profesional influenciados por perspectivas de rehabilitación de los países del Norte; 2) la conformación de programas subordinados a la lógica médica; 3) el público para la formación en los programas, compuesto principalmente en mujeres de las élites urbanas para llevar a cabo el trabajo de ayuda social y humanitaria; 4) la influencia de la Federación Mundial de Terapeutas Ocupacionales en el sentido de determinar directrices para los currículos de los nuevos programas de formación; 5) los proyectos de cooperación internacional para el desarrollo de América Latina, principalmente llevados por organizaciones internacionales como ONU, OMS, OPS y OIT, que contribuyeron a la creación de respuestas estandarizadas para las demandas de rehabilitación; 6) las cooperaciones regionales, también mediadas por agencias de cooperación internacional, ofreciendo ayuda para la graduación de profesionales venidos de otros países latinoamericanos; 7) los profesores de estos primeros programas, además de los médicos y las terapeutas ocupacionales venidas de otros países, terapeutas ocupacionales recién egresados, casi siempre de los propios programas de formación; 8) la relación de la creación de los primeros programas de formación con la coyuntura política, económica y social de cada país, lo que, en determinados momentos, hace que los programas de formación sean impulsados o reciban pocas inversiones, principalmente por el interés de los Estados en desarrollar, o no, estrategias de cuidado para los sujetos y grupos, en general, no prioritarios. Las principales conclusiones nos permiten apuntar al análisis de la terapia ocupacional, al menos en el ámbito de los programas de formación profesional, como producto de la articulación entre Estados-nación, por la lógica del capital articulada a la Colonilidad.A tese aqui formulada parte de questionamentos a respeito das razões do surgimento ou da implantação da terapia ocupacional na América Latina e de como as histórias que envolvem tais processos são reduzidas à reprodução simples da história estadunidense, como se suas razões e contextos tivessem sido os mesmos. O pressuposto que nos guiou foi buscar pelas razões próprias nos diferentes países do continente, no recorte latino-americano. Assim o objetivo geral da pesquisa que integra esta tese foi investigar os processos históricos de criação do primeiro programa de formação em terapia ocupacional em cada um dos 14 países que são membros da Confederação Latino-americana de Terapeutas Ocupacionais. Para tanto, os dados aqui apresentados e discutidos foram construídos em quatro principais etapas: a) delineamento dos países participantes da pesquisa; b) identificação dos colaboradores, com a utilização de questionários e a realização de entrevistas; c) busca de registros históricos e produções científicas sobre a história da terapia ocupacional em cada país; d) análise dos dados produzidos pelos questionários, entrevistas e registros históricos. Os resultados a que se chegou se evidenciam na composição dos percursos históricos, desde a criação da terapia ocupacional nos Estados Unidos da América, no início do século XX, até os principais antecedentes históricos que proporcionaram a criação dos primeiros programas de formação profissional nos países latino-americanos, a partir da década de 1950. A análise dos dados foi proposta em oito dimensões: 1) a replicação de modelos de formação profissional influenciados por perspectivas de reabilitação dos países do Norte; 2) a conformação de programas subordinados à lógica médica; 3) o público-alvo para a formação nos programas, composto principalmente por mulheres das elites urbanas para a realização de trabalhos de ajuda social e humanitária; 4) a influência da WFOT no sentido de determinar diretrizes para os currículos dos novos programas de formação; 5) os projetos de cooperação internacional para o desenvolvimento da América Latina, principalmente levados por organizações internacionais como ONU, OMS, OPAS e OIT, que contribuíram para a criação de respostas padronizadas para as demandas de reabilitação; 6) as cooperações regionais, também mediadas por agências de cooperação internacional, oferecendo auxílio para a graduação de profissionais vindos de outros países latino-americanos; 7) os professores desses primeiros programas serem, para além dos médicos e das terapeutas ocupacionais vindas de outros países, terapeutas ocupacionais recém egressos, quase sempre dos próprios programas de formação; 8) a relação da criação dos primeiros programas de formação com a conjuntura política, econômica e social de cada país, o que, em determinados momentos, fez com que os programas de formação fossem impulsionados ou recebessem poucos investimentos, principalmente pelo interesse dos Estados em desenvolver, ou não, estratégias de cuidado para os sujeitos e grupos, em geral, não prioritários.
