Estratégias para o avanço do manejo sustentável de águas pluviais urbanas no Brasil

Resumo: | Sustainable urban stormwater management (SUSM) has been studied for some decades and its adoption is growing. However, despite the benefits, its adoption in Brazil is not widespread. Thus, this research aimed to assess the status of SUSM in Brazil and propose strategies for its progress. In this sense, a survey about the SUSM-related barriers in Brazil and the solutions available to their overcoming and effective adoption of SUSM was carried out. Twenty barriers were identified, five of which were considered very important: “Lack of design and maintenance standards”, “Lack of long-term planning”, “Lack of dissemination and knowledge”, “Reluctance to change”, and “Lack of incentives”. The barriers “Lack of capacity or experience” and “Lack of proper laws” also composed the main barriers list, because they are related to all the other barriers investigated. Hence, their overcoming would lead to greater benefits. The search for solutions to the barriers identified eight solution strategies and 80 implementation measures. The solution strategies were correlated with the investigated barriers, providing solutions for overcoming SUSM-related barriers for any location, not only for Brazil. The assessment of the current situation and of the applicability of the strategies/measures to Brazil was carried out through interviews with technical professionals from Brazilian city halls with experience in SUSM (Belo Horizonte – MG, Curitiba – PR, Porto Alegre – RS, Rio de Janeiro – RJ, São Carlos – SP, and São Paulo – SP). Although the municipalities have different experiences, some measures adopted were similar, such as “Runoff quantity control” and “Laws that require SUSM adoption and preservation of pre-development hydrological conditions in new development and renovations”, which were considered easier to be adopted. This led to the conclusion that the experience influences the perception of viability of the measure adoption and, therefore, the resistance to its implementation. Among the experiences of the surveyed cities, some stand out: the recent universalization of the mandatory adoption of SUSM, in Belo Horizonte; the Department of Stormwater Sewers, in Porto Alegre; and the recent search for integration between urban planning and stormwater management, in Belo Horizonte and Porto Alegre. In addition, looking for opportunities for the adoption of SUSM in each city is also recommended. Considering the progress in the whole scenario of SUSM in Brazil, 11 strategies/measures were considered as action opportunities. Their adoption would comprise all the strategies/measures recommended for the overcoming of the barrier “Reluctance to change”, essential for the paradigm shift in the urban stormwater management. Among the action opportunities, the measures "Laws that require SUSM adoption and preservation of pre-development hydrological conditions in new development and renovations" and "Propagation of SUSM" would help to overcome a greater number of barriers and, therefore, should be prioritized. No entanto, apesar dos benefícios comprovados, não se observa a sua adoção em larga escala no Brasil. Desta forma, esta pesquisa teve como objetivo avaliar a situação do SUSM no Brasil e propor estratégias para sua ampliação. Neste sentido, foi realizado um levantamento das barreiras ao SUSM e de soluções possíveis de serem adotadas para a sua transposição e efetiva adoção de SUSM no Brasil. Foram identificadas 20 barreiras, sendo que cinco delas foram consideradas muito importantes: “Faltam padrões de projeto e de manutenção”, “Falta planejamento em longo prazo”, “Falta divulgação e conhecimento”, “Resistência à mudança” e “Faltam incentivos”. As barreiras “Falta de capacidade ou experiência” e “Legislação inadequada” também foram consideradas principais por se relacionarem com todas as outras barreiras investigadas, resultando, portanto, em maiores benefícios, se transpostas. A busca por soluções às barreiras culminou na identificação de oito estratégias de solução e 80 medidas de implantação destas estratégias. As estratégias de solução foram correlacionadas com as barreiras investigadas, disponibilizando soluções para a superação de barreiras ao SUSM para quaisquer locais, não somente para o Brasil. A avaliação da situação atual e da aplicabilidade das estratégias/medidas ao Brasil foi realizada por meio de entrevistas com profissionais técnicos de prefeituras brasileiras com experiência em SUSM (Belo Horizonte – MG, Curitiba – PR, Porto Alegre – RS, Rio de Janeiro – RJ, São Carlos – SP, e São Paulo – SP). Apesar de os municípios pesquisados possuírem diferentes experiências, algumas medidas adotadas eram similares, como “Controle de quantidade de água de escoamento superficial” e “Leis que obrigam a adoção de SUSM em novos empreendimentos e reformas e manutenção de condições de pré-desenvolvimento”, as quais foram consideradas mais fáceis de serem adotadas. Isto levou à conclusão de que a experiência influencia na percepção de viabilidade da medida e, portanto, na resistência a sua adoção. Dentre as experiências dos municípios pesquisados, algumas se destacaram: a recente universalização da obrigatoriedade de adoção de SUSM em Belo Horizonte; o Departamento de Esgotos Pluviais em Porto Alegre; e a recente busca pela integração entre planejamento urbano e manejo de águas pluviais em Belo Horizonte e Porto Alegre. Ademais, um olhar para a cidade com foco no aproveitamento de oportunidades para a adoção de SUSM também é recomendado. Ao se avaliar o avanço de SUSM no Brasil de forma mais ampla, 11 estratégias/medidas foram consideradas como oportunidades de ação. A adoção destas contemplaria todas as estratégias/medidas recomendadas para a transposição da barreira “Resistência à mudança”, essencial para a mudança de paradigma no manejo das águas pluviais urbanas. Destas, as medidas “Leis que obrigam adoção de SUSM em novos empreendimentos e reformas e manutenção de condições pré-desenvolvimento” e “Divulgação de SUSM” são as que colaborariam com a transposição de um maior número de barreiras e, portanto, poderiam ser priorizadas.
