PEOPLE WITH DISABILITIES AND ELECTORAL PARTICIPATION: A RELATIONSHIP BEYOND THE RIGHT TO VOTE

Resumo: This text analyzes the scenario referent the 2020 Brazilian elections with regard to the participation of people with disabilities. It uses the Superior Electoral Court database, stratifying the electoral numbers into 04 groups: electorate, candidacies, attendance and electoral success. The results found highlight significant distortions regarding the number of electorate and low representation with regard to the registration of candidacies and electoral success of people with disabilities. It ends by pointing out that the occupation of elective posts has a catalytic effect on the creation and expansion of public policies that promote accessibility, increase social rights and effectively improve the lives of people with disabilities. This is an empirical study that adds contributions to the literature on political representation, political inclusion of minorities, and social studies that already analyze the representation biases of gender and race the relevant, and still little debated, theme related to people with disabilities.

Utiliza la base de datos de la Corte Superior Electoral, estratificando los números electorales en 04 grupos: electorado, candidaturas, participación y éxito electoral. Los resultados encontrados destacan distorsiones significativas en el número de electorado y baja representación en cuanto al registro de candidaturas y éxito electoral de personas con discapacidad. Finaliza señalando que la ocupación de puestos electivos tiene un efecto catalizador en la creación y expansión de políticas públicas que promuevan la accesibilidad, incrementen los derechos sociales y mejoren efectivamente la vida de las personas con discapacidad. Se trata de un estudio empírico que suma aportes a la literatura sobre representación política, inclusión política de minorías y estudios sociales que ya analizan los sesgos de representación de género y raza, el tema relevante, aún poco debatido, relacionado con las personas con discapacidad.O presente texto analisa o cenário referente às eleições brasileiras de 2020, no que diz respeito à participação de pessoas com deficiência. Utiliza a base de dados do Tribunal Superior Eleitoral, estratificando os números eleitorais em 04 grupamentos: eleitorado, candidaturas, comparecimento e sucesso eleitoral. Os resultados encontrados destacam significativas distorções quanto ao número do eleitorado e baixa representatividade no que se refere aos registros de candidaturas e sucesso eleitoral de pessoas com deficiência. Finaliza salientando que a ocupação de postos eletivos exerce efeito catalisador à criação e ampliação de políticas públicas que promovam acessibilidade, incrementem direitos sociais e, efetivamente, melhorem a vida das pessoas com deficiência.
