LOOKS AT THE BRAZILIAN CHILDHOOD AND YOUTH CARE POLICY (1964-1990) FROM THE ENDOGENOUS CHANGES MODEL

Resumo: An analysis of the child and adolescent care policy in Brazil from 1964 to 1990 is presented based on the Endogenous Changes model. This model, which is based on the new historical institutionalism, is discussed based on the proposals of Mahoney and Thelen (2009) and Streeck and Thelen (2005) and Van Der Heijden and Kuhlmann (2017). The analysis is part of the ongoing doctorate focusing on pregnancy in youth and public health and education policies aimed at reproduction and young people. The time frame begins with the civil-military dictatorship in Brazil, when it occurred and brought about significant changes in politics, and ends with the promulgation of the Child and Adolescent Statute (ECA) (Brasil, 1990), also a key moment in Brazilian redemocratization regarding children and youth rights. The question is how the child and youth care policy developed in Brazil from 1964 to 1990 in view of the Endogenous Change Model?

Este modelo, que parte do novo institucionalismo histórico, é discutido a partir das propostas de Mahoney e Thelen (2009) e Streeck e Thelen (2005) e Van Der Heijden e Kuhlmann (2017). A análise está inserida no doutorado em andamento com foco na gravidez na juventude e políticas públicas de saúde e educação voltados para a reprodução e jovens. O recorte temporal se inicia com a ditadura civil-militar no Brasil, quando ocorrem e por trazer mudanças expressivas na política, e tem fim com a promulgação do Estatuto da Criança e do Adolescente (ECA) (Brasil, 1990), também um momento chave na redemocratização brasileira no que tange os direitos infantojuvenis.
