Fragmentation in the brazilian party system: From the central party to real parties

Resumo: The article revisits the work of Lucia Hippolito (1985) on the Brazilian party system from 1945 to 1965 with two objectives: 1) to explore the theoretical relationships with the work of Giovanni Sartori (1982[1976]); 2) identify possible relationships that advance the theoretical discussion on parties and the party system in Brazil today. The direct confrontation between the two authors exposes the limits of the analysis of the Brazilian political system from 1945-1965 in terms of the centrality of the PSD, seen from different angles, such as the expectation of power of the center party around the presidential elections, the longevity of the PSD ahead of the Chamber presidency in the period, the important presence of small parties in the system, coalitions, history, the structural dimension. From this immersion emerges the hypothesis of the relevance of the perception of the current Brazilian party system as a formation with a reasonable number of real parties, a system with a permanent fragmentary matrix, without majority parties in a central position, whose center and stability depends on party coalitions in tune with the full citizenship in the country.

El enfrentamiento directo entre los dos autores expone los límites del análisis del sistema político brasileño de 1945-1965 en términos de la centralidad del PSD, visto desde diferentes ángulos, como la expectativa de poder del partido de centro en torno a las elecciones presidenciales. , la longevidad del PSD por delante de la presidencia de la Cámara en el período, la importante presencia de partidos pequeños en el sistema, las coaliciones, la historia, la dimensión estructural. De esta inmersión surge la hipótesis de la relevancia de la percepción del actual sistema de partidos brasileño como una formación con un número razonable de partidos reales, un sistema con una matriz fragmentaria permanente, sin partidos mayoritarios en posición central, de cuyo centro y estabilidad dependen en coaliciones de partidos en sintonía con la ciudadanía plena en el país.O artigo revisita a produção de Lucia Hippolito (1985) sobre o sistema partidário brasileiro de 1945 a 1965 com dois objetivos: 1) explorar as relações teóricas com a obra de Giovanni Sartori (1982[1976]); 2) identificar possíveis relações que avancem a discussão teórica sobre partidos e sistema partidário no Brasil atual. O confronto direto entre os dois autores expõe limites da análise do sistema político brasileiro de 1945-1965 nos termos da centralidade do PSD, vista por distintos ângulos, como a expectativa de poder do partido de centro em torno das eleições presidenciais, a longevidade do PSD à frente da presidência da Câmara no período, a presença importante dos partidos pequenos no sistema, as coalizões, a história, a dimensão estrutural.
