EDUCATIONAL ASSESSMENT: SAEB, ITS ASSUMPTIONS, PURPOSES AND REPERCUSSIONS

Resumo: This article is about Saeb - Sistema de Avaliação da Educação Básica (Basic Education Assessment System), in view of its impact on the (re)formulation of educational public policies in Brazil. As a precursor to students and educational networks performance admeasurement exams, we seek to discuss the official documents that deal with the organization, characteristics and functions of Saeb, through research and documental analysis of the Reference Documents - Version 1.0 (2018). The results indicate that Saeb brings with itself nuances of neoliberal ideology by establishing a pattern of competence to be achieved by students, disregarding the social context in which they are inserted, as well as submitting to the logic of productivity, with a consequent ranking of participating schools. The study points out that evaluation mechanisms must guarantee quality teaching for all, respecting the specific needs of each student and school, as well as quantitative data must be used as decision-making tools for pedagogical practices.

Como precursor de los exámenes para medir el desempeño de los estudiantes y las redes educativas, se buscó analizar los documentos oficiales que abordan la organización, características y funciones del Saeb, a través del análisis documental de benchmarks - Versión 1.0 (2018), acompañado de una revisión de la literatura. Los resultados indican que el Saeb trae consigo matices de ideología neoliberal al establecer un patrón de competencia a alcanzar por los estudiantes, desconociendo el contexto social en el que se insertan, además de someterse a la lógica de la productividad, con una consecuente clasificación de escuelas participantes. El estudio señala que los mecanismos de evaluación deben garantizar una enseñanza de calidad para todos, respetando las necesidades específicas de cada alumno y escuela, así como los datos cuantitativos deben ser utilizados como toma de decisiones para las prácticas pedagógicas.O presente artigo versa sobre o Sistema de Avaliação da Educação Básica (Saeb), tendo em vista sua incidência na (re)formulação de Políticas Públicas Educacionais no Brasil. Compreendendo seu papel de precursor dos exames de aferição do desempenho dos estudantes e das redes de ensino, nosso objetivo nesse trabalho foi analisar os documentos oficiais que tratam da organização, das características e funções do Saeb, por meio de análise documental dos marcos de referência – Versão 1.0 (2018), acompanhada de uma revisão de literatura. Os resultados indicam que o Saeb traz consigo nuances da ideologia neoliberal ao estabelecer um padrão de competência a ser alcançado pelos estudantes, desconsiderando o contexto social em que estão inseridos, bem como se submete à lógica da produtividade, com consequente ranqueamento das escolas participantes.
