Unmasking university autonomy: an estimation of the Gini coefficient for 2020

Resumo: | Professionally speaking the National Autonomous University of Mexico treats equals unequally. Using the scarce information available on payments to workers (administrative, academics and officials-authorities) we build a unit of equivalence, that is to say, we made their payments comparable –the hourly pay received by any “puma” worker, for example by an hourly teacher and a full-time professor. Just as CONEVAL adds to people’s income the transfers received, we add to the payments of officials the various monetary and non-monetary “transfers” they receive regularly. To estimate the inequality of payments we used the Gini coefficient –which amounted to 0.65 in 2020. A conclusion is obvious, the management model of the UNAM is inverted –focused on its bureaucracy and its full-time staff and not on academics who teach more than 70 percent of the class hours and its students– and has to be replaced now. In this regard, we will point out some actions to reduce the wage dispersion among university workers. |

Utilizando la escasa información disponible sobre los pagos a los trabajadores (administrativos, académicos, investigadores y funcionarios) construimos una unidad de equivalencia. Con esta medida hicimos comparable al pago por hora semana recibido por cualquier trabajador puma −por ejemplo, una profesora de asignatura y un profesor titular C tiempo completo. Así como el CONEVAL suma a los ingresos de las personas las transferencias recibidas, nosotros sumamos a los pagos de los funcionarios las variopintas “transferencias” monetarias y no monetarias que reciben regularmente. Para estimar la desigualdad de los pagos utilizamos al coeficiente de Gini −que ascendió a 0.65 para el 2020. Una conclusión salta a la vista, el modelo de gestión de la UNAM está invertido −centrado en su burocracia y personal tiempo completo, y no en las profesoras de asignatura quienes imparten más del 70 por ciento de las horas clase y sus estudiantes− y tiene que sustituirse ya. Al respecto puntualizaremos algunas acciones para reducir la dispersión salarial entre los trabajadores pumas.Em termos laborais, a Universidade Nacional Autónoma do México trata a iguais de forma desigual. Utilizando a escassa informação disponível sobre pagamentos aos trabalhadores (administrativos, académicos e funcionários) construímos uma unidade de equivalência. Nesta medida, fizemos os seus pagamentos comparáveis, ou seja, o pagamento por hora concedido a qualquer trabalhador “puma” –por exemplo, a um professor contratado por horas e a um professor titular de dedicação exclusiva. Tal como o CONEVAL soma aos rendimentos das pessoas as transferências recebidas, adicionamos aos pagamentos dos funcionários as várias “transferências” monetárias e não monetárias que recebem regularmente. Para estimar a desigualdade nos pagamentos, usamos o coeficiente de Gini –que ascendia a 0,65 em 2020. Uma conclusão é óbvia, o modelo de gestão da UNAM é invertido –focado em sua burocracia e equipe em tempo integral, e não no assunto professores que ensinam mais de 70% das horas de aula e seus alunos– e tem que ser substituído agora.
