CARE OR CRUELTY: A DISCUSSION ABOUT COVID-19 IN BRAZILIAN PRISONS

Resumo: When the new coronavirus pandemic emerged in 2020, one of the groups that most concerned health authorities and the scientific community was the incarcerated population. Our country's unsanitary prison conditions offered a potential risk for the pandemic in prisons to become a massacre of enormous proportions. However, the data between 2020, 2021, 2022 show that proportionately the prison population had much fewer deaths from COVID-19 (fatality rate of 0.43%) than the general Brazilian population (lethality of 1.91%), despite the condition of prisons has not changed substantively for the better. Based on the sociology of punishment and prison studies, we want to discuss the possible causes that resulted in these numbers. From the information provided by prison managers and inmates, in addition to articles published by the secretariats responsible for Brazilian prisons, we hypothesize that both the argument/dialogue of a series of actors and the measures taken were successful and prevented even worse pandemic consequences in prisons. The concern about the imminent disaster reinforced and promoted the commitment to the implementation and adherence to care that, on the other hand, also resulted in measures that restricted a series of inmates' rights.

Las insalubres condiciones carcelarias de nuestro país ofrecían un riesgo potencial de que la pandemia en las cárceles se convirtiera en una masacre de enormes proporciones. Sin embargo, los datos entre 2020, 2021, 2022 muestran que proporcionalmente la población carcelaria tuvo muchas menos muertes por COVID-19 (tasa de letalidad del 0,43%) que la población brasileña en general (letalidad del 1,91%), a pesar de que las condiciones de las cárceles no han cambiado. cambiado sustancialmente para mejor. As condições carcerárias insalubres de nosso país ofereciam um potencial risco para que a pandemia nos presídios se tornasse um massacre de enormes proporções. Contudo, os dados entre 2020, 2021, 2022 mostram que, proporcionalmente, a população carcerária teve muito menos mortes por COVID-19 (letalidade de 0,43%) do que a população brasileira em geral (letalidade de 1,91%), não obstante o contexto da cadeia não ter se transformado substantivamente para melhor. À luz da sociologia da punição e dos estudos prisionais, queremos aqui fazer uma discussão sobre as possíveis causas que redundaram nestes números. A partir do levantamento de informações veiculadas por gestores e internos, além de matérias publicadas pelas secretarias responsáveis pelas prisões brasileiras, temos por hipótese que tanto o embate/diálogo de uma série de atores quanto as medidas tomadas conseguiram obter êxito e evitar que a pandemia tivesse consequências ainda piores nas prisões.
