Why Russia invaded Ukraine and how wars benefit autocrats: The domestic sources of the Russo-Ukrainian War

Resumo: Contrary to Vladimir Putin's geopolitical arguments to justify the 2022 large-scale invasion of Ukraine, the confrontation has not benefited Russia's position in the European balance of power, though it may bring significant gains to his personalist autocracy. This paper aims to shed light on the causes of Russia's military aggression by addressing the following research questions: (1) Why did Russia invade Ukraine? (2) How do wars benefit autocrats? I argue that the securitization of the West and Ukraine as existential threats to Russia has been mobilized by Putin as a paramount regime legitimation strategy, aiming to boost his popularity, justify the crackdown on critics and oppositionists, empower the security establishment and reinforce nationalism and the regime's ideological precepts, such as the the supremacy of Russian "traditional" values over Western "decadent" liberal values – reference by Kremlin ideologues to LGBTQIA+ movements and representative democracy. I draw on a multi-methods research design, including survey analysis, discourse analysis, legislative content and inferential statistics. The results show that wars can benefit autocrats in different manners. The regime's survival is also a realpolitik goal: Putin and his security establishment need a hostile West and a threatful Ukraine for self-legitimation.

Este artículo tiene como objetivo arrojar luz sobre las causas de la agresión militar rusa al abordar las siguientes preguntas de investigación: (1) ¿Por qué Rusia invadió Ucrania? (2) ¿Cómo benefician las guerras a los autócratas? Argumento que la securitización de Occidente y Ucrania como amenazas existenciales a Rusia ha sido movilizada por Putin como estrategia central para legitimar su régimen, con el recto de estimular su popularidad, justificar la represión de críticos y opositores, fortalecer el establishment de seguridad, además de reforzar el nacionalismo y los preceptos ideológicos del régimen, como la supremacía de los valores rusos "tradicionales" sobre los valores liberales occidentales "decadentes" – una referencia de los ideólogos del Kremlin a los movimientos LGBTQIA+ y la democracia representativa. El presente trabajo se basó en una investigación multimétodos, incluyendo análisis de encuestas, análisis de discurso, contenido legislativo y estadística inferencial. Los resultados muestran que las guerras pueden beneficiar a los autócratas de diferentes maneras. La supervivencia del régimen también es un objetivo de la realpolitik: Putin y su establishment de seguridad necesitan un Occidente hostil y una Ucrania amenazante para legitimarse.Ao contrário dos argumentos geopolíticos de Vladimir Putin para justificar a invasão em larga escala da Ucrânia em 2022, o confronto não beneficiou a posição da Rússia no equilíbrio de poder europeu, embora possa trazer ganhos significativos para o seu regime autoritário. Este artigo almeja lançar luz sobre as causas da agressão militar russa, abordando as seguintes perguntas de pesquisa: (1) Por que a Rússia invadiu a Ucrânia? (2) Como as guerras beneficiam os autocratas? Argumento que a securitização do Ocidente e da Ucrânia como ameaças existenciais à Rússia tem sido mobilizada por Putin como estratégia central de legitimação de seu regime, visando impulsionar sua popularidade, justificar a repressão a críticos e opositores, fortalecer o establishment de segurança, além de reforçar o nacionalismo e os preceitos ideológicos do regime, como a supremacia dos valores "tradicionais" russos sobre os valores liberais "decadentes" ocidentais – referência de ideólogos do Kremlin aos movimentos LGBTQIA+ e à democracia representativa.
