Determinants of the Rally-Round-The Flag Effect: the cases of Trump, Orbán and Bolsonaro amid the Covid-19 Pandemic

Resumo: The Covid-19 virus pandemic has caused a tormenting problem for democracies around the planet. Some governments, relying on the Rally-round-the-Flag Effect, took advantage of the moment of exceptionality to increase their own executive powers, making them even more exorbitant, while others took a denialist stance in relation to the global threat posed by the virus. missing the opportunity to present themselves as protectors of the population and thus forge some kind of national unity. The objective of the article is to analyze how three relevant and authoritarian political leaders adopted different strategies to confront the pandemic, embracing or disregarding the Rally-round-the-Flag Effect, as well as the political consequences of such decisions. Our hypothesis is that the leaders scrutinized at work who ignored the Rally-round-the-Flag Effect strategy were unsuccessful in combating the pandemic, paying a high political price for this, which did not happen to those who adopted it. In this sense, the cases of the Donald Trump, Jair Bolsonaro and Viktor Orbán governments will be critically examined in light of the proposed theme. The method used consists of comparing the three models of governance in the fight against the pandemic with the literature in political science, especially that which deals with the Rally-round-the-Flag Effect and the so-called illiberal democracies considering the authoritarian profile of the aforementioned leaders. The main conclusion shows that Trump and Bolsonaro's negotiating strategy resulted in failure due to the high number of deaths resulting from the pandemic and frustrated their eventual plans for democratic erosion of institutions, while Orbán, that adopted the posture of protector of the population under the mantle of the Rally Effect-round-the-Flag, further expanded its executive powers.

Algunos gobiernos, apoyándose en el Efecto Rally-round-the-Flag, aprovecharon el momento de excepcionalidad para aumentar sus propios poderes ejecutivos, haciéndolos aún más exorbitantes, mientras que otros adoptaron una postura negacionista en relación con la amenaza global que representaba la crisis. virus, perdiendo la oportunidad de presentarse como protectores de la población y así forjar algún tipo de unidad nacional. El objetivo del artículo es analizar cómo tres líderes políticos relevantes y autoritarios adoptaron diferentes estrategias para enfrentar la pandemia, abrazando o ignorando el Efecto Rally-round-the-Flag, así como las consecuencias políticas de tales decisiones. Nuestra hipótesis es que los líderes escrutados en el trabajo que ignoraron la estrategia del Efecto Rally-round-the-Flag no lograron combatir la pandemia, pagando por ello un alto precio político, lo que no les sucedió a quienes la adoptaron. En este sentido, a la luz del tema propuesto, se examinarán críticamente los casos de los gobiernos de Donald Trump, Jair Bolsonaro y Viktor Orbán. El método utilizado consiste en comparar los tres modelos de gobernanza en la lucha contra la pandemia con la literatura en ciencia política, especialmente la que trata sobre el Efecto Rally-round-the-Flag y las llamadas democracias iliberales considerando el perfil autoritario de los dirigentes antes mencionados. La principal conclusión muestra que la estrategia negociadora de Trump y Bolsonaro fracasó debido al elevado número de muertes derivadas de la pandemia y frustró sus eventuales planes de erosión democrática de las instituciones, mientras que Orbán, adoptando la postura de protector de la población bajo el manto de el Efecto Rally-round-the-Flag, amplió aún más sus poderes ejecutivos.O advento da pandemia do vírus da Covid-19 provocou um problema tormentoso para as democracias ao redor do planeta. Alguns governantes, escorando-se no Efeito Rally-round-the-Flag, aproveitaram o momento de excepcionalidade para incrementar os próprios poderes executivos tornando-os ainda mais exorbitantes, ao passo que outros assumiram uma postura negacionista em relação à ameaça global representada pelo vírus perdendo a oportunidade de se apresentarem como protetores da população e, assim, forjar algum tipo de unidade nacional. O objetivo do artigo consiste em analisar como três lideranças políticas relevantes e de recorte autoritário adotaram estratégias distintas de enfrentamento da pandemia, abraçando ou desprezando o Efeito Rally-round-the-Flag, bem como as consequências políticas de tais decisões. Nossa hipótese é a de que as lideranças escrutinadas no trabalho que desprezaram a estratégia Rally-round-the-Flag Effect foram mal sucedidas no combate à pandemia pagando um alto preço político por isto, o que não aconteceu com quem a adotou. Nesse sentido serão examinados criticamente os casos dos governos Donald Trump, Jair Bolsonaro e Viktor Orbán em face do tema proposto. O método empregado consiste em confrontar os três modelos de governança no combate à pandemia com a literatura em ciência política, sobretudo a que trata do Efeito Rally-round-the-Flag e das chamadas democracias iliberais considerando o perfil autoritário das mencionadas lideranças.
