ENSURING THE RIGHT TO EDUCATION: PERSPECTIVES OF COPING WITH THE CAUSES OF DROPOUT IN HIGHER EDUCATION AT FEDERAL INSTITUTES

Resumo: This article aims to analyze the guarantee of the right to public education. In this sense, it is a documentary and bibliographical research that analyzes the right to education, relating it to the data and reasons for dropping out. The analyzes highlighted the importance of investigating the causes of dropout, as a possibility to identify institutional actions and policies that favor student permanence and guarantee the right to public, free, democratic and socially-referenced quality education. The 2019 Nilo Peçanha Platform (PNP) report pointed out that in 2018, at the national level, the dropout rate in FIs had the following rates: technological courses 18.2%, teaching degrees 16.6% and bachelor's degrees 10.6%. Based on the studies, we believe that analyzing the determinants of dropout in higher education makes it possible to understand the problems that arise in this process, as well as the identification of policies and actions that reduce the causes of dropout and contribute to democratization and permanence in public higher education institutions.

En este sentido, se trata de una investigación documental y bibliográfica que analiza el derecho a la educación, relacionándolo con los datos y motivos de la evasión. Los análisis destacaron la importancia de investigar las causas de la evasión, como possibilidade de identificar ações e políticas institucionais que favoreçam a permanência de estudantes y garantizar el derecho a una educación pública, gratuita, democrática y de calidad con referencia social. El informe de la Plataforma Nilo Peçanha (PNP) de 2019 señaló que en 2018, a nivel nacional, la tasa de evasión en las IF tuvo las siguientes tasas: carreras tecnológicas 18,2%, magisterio 16,6% y licenciaturas 10,6%. Con base en los estudios, creemos que analizar los determinantes de la evasión en la educación superior permite comprender los problemas que surgen en este processo, así como la identificación de políticas y acciones que reduzcan las causas de la evasión y contribuyan a la democratización y permanencia en las instituciones de educación superior públicas.Esse artigo tem o objetivo de analisar as causas da evasão na educação superior dos Institutos Federais de Educação, Ciência e Tecnologia (IFs). Trata-se de uma pesquisa documental e bibliográfica que analisa o direito à educação, relacionando-o com índices e causas da evasão. As análises apresentam dados e motivos da evasão na educação superior dos institutos federais e identifica ações e políticas institucionais que tendem a favorecer a permanência estudantil e garantir o direito à educação pública, gratuita, democrática e de qualidade socialmente referenciada. O relatório da Plataforma Nilo Peçanha (PNP) de 2019 apontou que em 2018, em nível nacional, o índice de evasão nos IFs teve as seguintes taxas: cursos tecnológicos 18,2%, licenciaturas 16,6% e bacharelados 10,6%.
