ORGANIZATION OF ACCESS TO HEALTH SERVICES IN PRIMARY CARE IN PANDEMIC TIMES

Resumo: Objective: Discuss the organization of access to health actions and services and the role of nurses in Primary Health Care for the promotion, prevention and rehabilitation of the population's health in times of a pandemic. Methods: Reflective study, based on the discursive formulation of the hierarchy and organization of health services in Brazil and the role of the PHC nurse. The construction took place from dialogues at a federal university, followed by a bibliographic survey, associating the theoretical foundations with the practices that have been carried out in PHC. Results: Primary Health Care is the network's organizing center and care coordinator, in the covid-19 pandemic it proved to be essential, in prevention, in the recognition of signs and symptoms and in the organization of the flow of care. The PHC nurse is a team leader and proved to be the most active professional in his territory. Conclusion: PHC is considered the central axis for the identification, monitoring and follow-up of the evolution of the disease in confirmed cases and their contacts. It is also evident that nurses participate in the entire health-disease process, their performance ranges from health promotion, through disease prevention, care for suspected patients and team management.

Métodos: Estudio reflexivo, basado en la formulación discursiva de la jerarquía y organización de los servicios de salud en Brasil y el papel del enfermero en la APS. La construcción se dio a partir de diálogos en una universidad federal, seguida de un levantamiento bibliográfico, asociando los fundamentos teóricos con las prácticas que vienen siendo realizadas en la APS. Resultados: La Atención Primaria de Salud es el centro organizador y coordinador de la atención de la red, en la pandemia de covid-19 se mostró fundamental, en la prevención, en el reconocimiento de signos y síntomas y en la organización del flujo de atención. El enfermero de la APS es líder de equipo y demostró ser el profesional más activo en su territorio. Conclusión: La APS es considerada el eje central para la identificación, seguimiento y seguimiento de la evolución de la enfermedad en los casos confirmados y sus contactos. También se evidencia que los enfermeros participan de todo el proceso salud-enfermedad, su actuación va desde la promoción de la salud, pasando por la prevención de la enfermedad, la atención al paciente sospechoso y la gestión del equipo.Objetivo:  Discutir sobre a organização do acesso às ações e serviços de saúde e o papel do enfermeiro da Atenção Primária à Saúde para promoção, prevenção e reabilitação da saúde da população em tempos de pandemia. Métodos: Estudo reflexivo, fundamentado na formulação discursiva da hierarquização e organização dos serviços de saúde no Brasil e o papel do enfermeiro da APS. A construção se deu a partir de diálogos em uma universidade federal, seguida de levantamento bibliográfico, associando os fundamentos teóricos às práticas que vêm sendo realizadas na APS. Resultados: A Atenção Primária em Saúde é o centro ordenador da rede e coordenador do cuidado, na pandemia da covid-19 se mostrou essencial, na prevenção, no reconhecimento dos sinais e sintomas e na organização do fluxo de atendimento. O enfermeiro de APS é um líder de equipe e se mostrou o profissional mais atuante em seu território. Conclusão: Considera-se a APS eixo central para identificação, monitoramento e acompanhamento na evolução da doença em casos confirmados e seus contatos.
