Public administration and governance: a theoretical discussion

This theoretical paper aims at discussing concepts and definitions of public administration, governance, their theoretical bases and applicability in the public sector. It is a bibliographical research based on literature review. A growing evolution of the theme can be noticed as of the 2000’s, with a focus on federal and state public institutions, but little discussed at the municipal level. In Brazil, the Federal Court of Accounts – TCU, by means of the Basic Governance Reference published in 2014 and updated in 2020, has motivated public institutions to implement mechanisms and public governance practices. As a result, this paper presents a theoretical contribution instigating new studies on the subject in Brazil, highlighting the need for advancement in the academic field, mainly through empirical research in the municipal sphere.
