Study on the use of the AHP Method in the decision-making process in the institutions of the Transport ‘S’ System

Resumo: Transport Social Service (Sest) and National Transport Learning Service (Senat) are institutions focused on the well-being and development of workers in the transport sector. As their performance promotes benefits nationally, it is essential to carry out their budget management rationally and efficiently. In this context, defining the budget components is challenging, as several factors need to be considered from different perspectives. With this view, the objective of this work was to propose a multicriteria model based on the Analytic Hierarchy Process to guide decision-making regarding the selection of projects and services. For the development and evaluation of the model, based on the theoretical framework of the AHP method, the opinions of members of senior management were collected, criteria were selected, an absolute measurement scale of the alternatives in relation to the criteria was created, and a case study was carried out on decision-making to rank alternatives in two scenarios, without and with the use of the model, in order to verify its relevance and usefulness. As a result, a model was created, which was well evaluated by members of the top management, who expressed a preference for decision-making. Thus, it was found that the initiatives offered can be selected more appropriately compared to the current decision-making process and that the AHP brings gains for decision-making in the studied context, exemplifying that this method is useful to support budget management.

Como a sua atuação promove benefícios na esfera nacional, é fundamental realizar sua gestão orçamentária de modo racional e eficiente. Nesse contexto, definir os componentes do orçamento é uma tarefa desafiadora, pois vários fatores precisam ser ponderados sob diferentes perspectivas. Com essa visão, o objetivo deste trabalho foi propor um modelo multicritério baseado no Processo de Hierarquia Analítica para orientar a tomada de decisão de seleção de projetos e serviços. Para o desenvolvimento e a avaliação do modelo, a partir do arcabouço teórico do método AHP, foram coletadas as opiniões de membros da alta administração selecionados os critérios, elaborada uma escala de mensuração absoluta das alternativas em relação aos critérios e realizado um estudo de caso sobre a decisão de hierarquizar alternativas em dois cenários, sem e com o uso do modelo, a fim de verificar sua relevância e utilidade. Como resultado, foi criado um modelo bem avaliado pelos membros da alta administração, que expressaram preferência por utilizar a tomada de decisão.
