Resumo: The present work aims to analyze the creation of exceptional legal regimes, incidents on public contracts to face the pandemic of COVID-19. Will, also, be analyzed, the need to implement and strengthen compliance programs, with a view to avoiding or reducing purpose deviations and corruption. The study will identify, relevant points from the previous legal regime, new regimes and main legislative initiatives at the federal level, about compliance programs. As for the methodology, the deductive method will be used. As for the procedures, it will be configured as a bibliographic search. Regarding the results, conclusions and contributions, there will be substantial changes in the legislation, within the scope of public procurement, especially, by the new possibilities of waiving or unenforceable bids, generating the need to implement and strengthen compliance programs, with views to inhibit cases of corruption and fraud.

Será, também, analisada a necessidade de implementação e fortalecimento de programas de compliance, com vistas a evitar ou reduzir desvios de finalidade e corrupção. O estudo identificará pontos relevantes do regime jurídico anterior, dos novos regimes e as principais iniciativas legislativas no âmbito federal acerca dos programas de compliance. Quanto à metodologia, será utilizado o método dedutivo. Quanto aos procedimentos, configurar-se-á como pesquisa bibliográfica.
