Participatory democracy: the case of the ombudsman system of the Court of Auditors of Ceará State in the period 2014-2020

Resumo: The main objective of this paper is to analyze the Ombudsman of the Court of Auditors of Ceará State (TCE-CE), in the light of participatory democracy, in the period 2014-2020. The research was carried out using as a methodological basis the literature review, data analysis and the application of a questionnaire. The bibliographic review on the instruments of popular participation in Brazil, carried out with an emphasis on the Ombudsman Office, its objectives and social roles, showed that, since its creation processes, it has been consolidating itself as an instrument of social participation. Through the analysis of data provided by the management reports posted on the official website of the TCE-CE and the questionnaires applied to the ombudsman and to the employees of the Ombudsman Office of the TCE-CE, it was found that, each year, the number of users manifestations through the service channels has increased, indicating that this instrument has effectively contributed to popular participation. However, these same data show the need for an expressive information campaign about the real role of this ombudsman office, affirming its democratic potential.

A revisão bibliográfica sobre os instrumentos de participação popular no Brasil, realizada com ênfase na Ouvidoria, seus objetivos e papéis sociais, mostrou que, desde seus processos de criação, esta vem se consolidando como instrumento de participação social. Por meio da análise de dados fornecidos pelos relatórios gerenciais expostos no website oficial do TCE-CE e dos questionários aplicados ao ouvidor e aos funcionários da Ouvidoria do TCE-CE foi constatado que, a cada ano, o número de manifestação dos usuários pelos canais de atendimento tem aumentado, indicando que esse instrumento vem contribuindo, efetivamente, para a participação popular.
