O custo do direito a saúde da mulher no estado de Pernambuco: um olhar ontológico sobre as unidades básicas de saúde.

The guarantee of the right to universal health provided for in the Constitutional Charter of 1988, in its article 196 et seq. opens a much broader debate than the provision of the State itself. A first issue was the constitution of this right as universal, the result of the 20th century health movement after several decades of structural problems in relation to the provision of health that was sectoral and precarious. A second question presents the debate on the performance of the Brazilian State in providing Fundamental Law and exposes several fundamental issues: What debates do we need to face in the pursuit of this objective in an effective and substantial way? Does the Brazilian State really respond well to the plurality of Brazilian society? Amartya Sen, who develops, from the individual, the perspective of the State as a precursor of the development of substantive freedoms, aiming at an empowering perspective, that is, it is necessary for the State to provide means to ensure that the individual has the possibility to develop their capacities as a path to development, and for that, it is necessary to face the complexity of plurality. In this sense, this thesis proposes to expose diagnoses, using a Public Management tool as a method of analysis - the DEA Data Envelopment Analysis - on the provision of health for women in basic health units, understood as a great gateway to the public health provision and a fundamental instrument for universalizing the service.
