Detalha-se, ainda, as diretrizes traçadas pelo Código de Trânsito para a consumação da Política Nacional de Trânsito, as quais são meio que ignoradas pelo administrador, mormente a fluidez e o investimento em educação. Demonstra também o grande volume de recursos arrecadados pelos órgãos executivos e a falta de aplicação total desses recursos no próprio trânsito, como determina a lei. Mostra ainda os valores numéricos arrecadados aqui no DF e o espetacular crescimento desta arrecadação. Aponta o abuso de poder, com o conseqüente mau uso da máquina pública para angariar fins escusos e duvidosos, tudo regrado a atos de arbitrariedade e de desvio de finalidade. Discutese ainda da necessidade de tantos pardais em algumas vias do DF e da falta de publicidade na aplicação dos recursos oriundos das multas de trânsito. Conclui pela necessidade de se rever a política adotada para garantir um trânsito seguro e eficiente, sobretudo, em se tratando da capital federal.This paper discusses the monitoring of traffic, especially electronics, made in abundance in some ways the Federal District, verifying the constitutional and legal violates that operate through the large amount of surveillance onslaught on those who need to drive on the roads. Is detailed, yet, the guidelines set by the Traffic Code for the consummation of the National Transit, which means they are ignored by the administrator, especially the fluidity and investment in education. It also demonstrates the large volume of funds raised by the executive and the lack of full implementation of these features in their own traffic, as required by law. It also shows the numeric values collected here in DF and the spectacular growth of this collection. Pointing abuse of power, with the consequent misuse of government machinery to raise shady and dubious purposes, all ruled the acts of arbitrariness and misuse. We discuss further the need for so many sparrows in some ways the DF and the lack of advertising in the application of funds from traffic fines.
