A população infanto-juvenil é o maior patrimônio de uma nação. O referencial econômico, político e social atuante no Brasil das últimas décadas cerrou os olhos para a realidade degradante da criança e do adolescente brasileiros. Essa situação é a realidade de milhões de crianças e adolescentes, nas mais diversas regiões do país, atestando o total descaso da nação frente a essa problemática. A população infanto-juvenil que hoje subsiste nas calçadas das pequenas e grandes metrópoles não é fruto do acaso. São cidadãos que foram cerceados nas mais fundamentais condições de existência. Todas as políticas públicas de base já falharam em relação a eles. Se enquadram em uma ou senão em todas as formas de exclusão social. O Estatuto da Criança e do Adolescente, baseado principalmente no Princípio da Proteção integral, nasceu para conscientizar família, sociedade e Estado da problemática aviltante do menor brasileiro e traçou metas para eqüacioná-la. Órgãos governamentais, ONG's e Sistema de Justiça, aliançados em zelar pela garantia dos direitos da criança e do adolescente brasileiros.Research on the Protection to the Child and the adolescent in the Federal District. The infant youthful population is the biggest heritage of a nation. The economic, politic and social reference that act in Brazil in the last decades has closed their eyes for the degrading reality of the Brazilian child and the adolescent. This situation is the reality of millions of children and adolescents, in the most different regions of the country, certifying the total indifference of the nation front to this problematic one. The infant youthful population that subsist today in the small sidewalk of the big and small cities is not results by chance. They are citizens who had been curtailed in the most basic conditions of existence. All the public politics of basis had already failed in relation to them. If they fit in one or not in all the forms of social exclusion. The Statute of the Child and the Adolescent, based mainly on the principle of the comprehensive protection, was born to acquire knowledge the family, society and State of the problematic that looked down of the Brazilian minor and to draw up a plan to achieve the goals .
