Por fim, delineia-se o Poder Legislativo, visando a compreensão da função do parlamentar e o equilíbrio dos Poderes dentro dos sistema de freios e contrapesos. Ao fim, disserta acerca das principais teorias sobre o tema principal, trazendo os aspectos basilares e doutrinas nacionais e internacionais de forma a esclarecer o leitor sobre o entendimento adotado em todo o âmbito jurídico. Como principal propósito, detalhase a apresentação de tais tópicos de uma maneira imparcial, para que o leitor do trabalho possa tanto ampliar sua compreensão e entendimento sobre o tema tratado, quanto, em uma eventualidade, vir a modificar sua opinião jurídica, de forma que se procura contribuir ao máximo para o estudo e progresso jurídico.The present dissertation, has as one of its objectives, the approach of the State Responsibility for Legislative Acts theme, where it studies Civil Responsability in general, bringing its most important elements, in a way that nothing will be missing for the due understanding of the subject for the readers, although concisely, as well as the history of the States Responsibility theories, with a general approach of its evolution in Brazilian territory, as well as around the world. Subsequently, we delineate the Legislative Power, seeking comprehension of the parliamentary function and the balance of powers in the checks and balances system. At the end, it disserts about the most important theories concerning the major theme, bringing the basic aspects and the understanding of national and foreign law authors, in a way that the reader is clarified of all the opinions.
