SPORTS AND (SMALL) POLITICS IN THE CAPITAL OF BRAZIL

Resumo: This work brings as the object of investigation the sports policy of the Federal District, the region in which is located the city of Brasilia, the capital of Brazil, administrative and political headquarters of the federal government. It is presented as a hypothesis that, despite sport being provided for in the conception of Brasilia and the favourable material conditions, the democratization of access to sports practice and its materialization as a citizenship right are not achieved in face of the hegemony of the small politics in this sector. Given this assumption, it is adopted as the central objective to analyse the organisational structure and management of the sports policy of the Federal District between the years 1999 and 2019. The methodological outline of the research was characterized by a qualitative approach of exploratory nature, based on the technique of documentary research of primary sources, with emphasis on the search for the district sports legislation. It was possible to identify that the apparent trend of continuity of the district sports policy is circumscribed to meet the party-political cronyism and the interests of ensuring governability that permeate the formation of multi-party coalitions and the relationship between the local Executive and Legislative. In this scenario, the strong influence of professional football and religious segments in the occupation of the sports management body stands out. On the other hand, actions of civil society sectors to implement a democratic management and a programmatic perspective for the consolidation of sport as an object of a State policy are neglected. We conclude, therefore, that the hegemony of the small politics compromises the materialization of sport as a citizenship right to reverse the inequalities of access as a consequence of the region’s strong socio-economic inequality.

Se presenta como hipótesis que, a pesar de que el deporte esté previsto en la concepción de Brasilia y las condiciones materiales favorables, la democratización del acceso a la práctica deportiva y su materialización como derecho de ciudadanía no se concretan frente a la hegemonía de los pequeños política en este sector. Ante este supuesto, el objetivo principal es analizar la estructura organizativa y de gestión de la política deportiva en el Distrito Federal entre 1999 y 2019. El diseño metodológico de la investigación se caracterizó por un abordaje cualitativo de carácter exploratorio, a partir de la investigación documental. técnica de fuentes primarias, con énfasis en la búsqueda de legislación deportiva distrital. Se pudo identificar que la aparente tendencia de continuidad de la política deportiva distrital se limita a atender el fisiologismo político-partidista y los intereses de garantizar la gobernabilidad que permean la formación de coaliciones multipartidistas y la relación entre el Ejecutivo y el Legislativo locales. En ese escenario, se destaca la fuerte influencia de los segmentos del fútbol profesional y religioso en la ocupación del órgano de dirección del deporte. Por otro lado, se descuidan las acciones de sectores de la sociedad civil para implementar una gestión democrática y una perspectiva programática para la consolidación del deporte como objeto de política de Estado. Se concluye, por tanto, que la hegemonía de la pequeña política compromete la materialización del deporte como derecho ciudadano para revertir las inequidades de acceso como consecuencia de la marcada desigualdad socioeconómica en la región.Este trabalho traz como objeto de investigação a política de esporte do Distrito Federal, região na qual se localiza a cidade de Brasília, capital do Brasil, sede administrativa e política do governo federal. Apresenta-se como hipótese que, a despeito do esporte estar previsto na concepção de Brasília e das condições materiais favoráveis, a democratização do acesso à prática esportiva e sua materialização como direito de cidadania não se concretizam frente à hegemonia da pequena política neste setor. Diante deste pressuposto, adota-se como objetivo central analisar a estrutura organizacional e a gestão da política de esporte do Distrito Federal entre os anos de 1999 e 2019. O delineamento metodológico da pesquisa caracterizou-se por uma abordagem qualitativa de caráter exploratório, baseada na técnica de pesquisa documental de fontes primárias, com destaque para a busca pela legislação esportiva distrital. Foi possível identificar que a aparente tendência de continuidade da política de esporte distrital se circunscreve ao atendimento do fisiologismo político-partidário e dos interesses de garantia de governabilidade que perpassam a formação de coalizões multipartidárias e a relação entre Executivo e Legislativo locais. Neste cenário destaca-se a forte influência de segmentos do futebol profissional e religiosos na ocupação do órgão gestor do esporte. De outro lado, ações de setores da sociedade civil no sentido de implementar uma gestão democrática e uma perspectiva programática para a consolidação do esporte como objeto de uma política de Estado são negligenciadas.
