Cria????o de valor p??blico na era do governo digital: um ecossistema digital colaborativo

Resumo: | It would hardly be imagined any government function or governance process not involving the unrestricted use of information and technology. As a domain of study, Digital Government has its roots in computer science, political science, information science and public administration. Therefore, it reflects a variety of perspectives, methodologies and themes that attract or surpass these traditional academic disciplines. The New Public Management approach emerges as a response to the administrative inefficiencies associated to Traditional Public Administration, while the Public Value Management approach has been a response to the gap in the engagement of society in public participation and deliberative democracy in the New Public Management approach. Each of these paradigms for public administration seek to improve the conditions of service to citizens, although following different approaches in establishing goals, leadership, service delivery and contribution to the democratic process. Traditional Public Administration is oriented to provide services through hierarchically functional organizations, yet the New Public Management paradigm has the private sector as a reference for the provision of services, and the Public Value Management paradigm emphasizes the creation of ad hoc networks of public and private performers to provide a cooperative environment among public organizations, private organizations and civil society. Unlike the use of technology in the private sector, where information technology is seen as a source of competitive advantage for the creation of economic value, the use of information technology in the governmental sphere aims the creation of public value. The understanding of how an approach of public value resulting from the complex interactions between organizational factors, institutional arrangements about a cooperative interorganizational environment through technology projects, both in its theorization and in its pragmatism, are portrayed in this research under the prism of institutional theory regarding Digital Government, and demonstrated by a mathematical modeling. |
