Resumo: This work is structured in two chapters and aims to discuss two relevant points regarding the study of Brazilian municipalities. The first chapter draws attention to the current allocation criteria of the Municipal Participation Fund (FPM), proposing a new methodology based on social welfare weights, more equitable than the one currently used since it benefits the poorest and unequal municipalities. Despite the results obtained for the 5,565 Brazilian municipalities covered by the Demographic Census 2010, the method does not consist of a proposal that is ready to be implemented, thus needing to consider other important aspects, such as the transition between systems in order to avoid simple awards of the poorest and most unequal municipalities. In the second chapter, the study focused on efficiency in municipal public management, where efficiency indices were calculated for 59 municipalities of Amazonas through the Data Envelopment Analysis (DEA) method and from data from the Demographic Census 2010 and SICONFI, of the National Treasury. The calculations were made in two different models where the first identified seventeen efficient municipalities and the second, only six. The results indicated that, in the case of Amazonas, there is no significant evidence of a relationship between the size of the municipality or its location and its results in terms of efficiency. Thus, future work may be necessary for a more in-depth analysis of the determinants of the efficiency results of these.

O primeiro cap??tulo chama a aten????o para o atual crit??rio de reparti????o do Fundo de Participa????o dos Munic??pios (FPM) propondo uma nova metodologia, esta baseada nos pesos de bem-estar social, mais equitativa que a atualmente utilizada uma vez que beneficia os munic??pios mais pobres e desiguais. Apesar dos resultados obtidos para os 5.565 munic??pios brasileiros cobertos pelo Censo Demogr??fico 2010, o m??todo n??o consiste numa proposta pronta para ser implementada necessitando, assim, considerar outros aspectos importantes como, por exemplo, a transi????o entre os sistemas de forma a evitar a simples premia????o das prefeituras mais pobres e desiguais. Dessa forma, o estudo direcionou-se, no segundo cap??tulo, para o tema efici??ncia em gest??o p??blica municipal, onde foram calculados ??ndices de efici??ncia para 59 munic??pios do Amazonas atrav??s do m??todo Data Envelopment Analysis (DEA) e a partir de dados do Censo Demogr??fico 2010 e SICONFI, do Tesouro Nacional. Os c??lculos foram feitos em dois diferentes modelos onde o primeiro identificou dezessete munic??pios eficientes e, o segundo, apenas seis. Os resultados indicaram que, no caso do Amazonas, n??o h?? evid??ncias significativas de uma rela????o entre o porte do munic??pio ou a sua localiza????o e os seus resultados em termos de efici??ncia.
