Resumo: This research is part of the research line ???Politics, Management, Financing and Evaluation??? of the Graduate Program in Education of the Catholic University of Brasilia (UCB). The general objective of the research is to investigate the influence of TCU External Control on Fies, through Judgment No. 3.001 / 2016, on the sustainability and change of Fies policy towards the achievement of Goal 12 of PNE 2014-2024. This is an exploratory, historical (ex-post-fact), empirical, documentary corpus study, instrumentalized by the content analysis method, with a qualitative approach. The results show that the Legislature, in its external control activity carried out by the TCU, influenced the change in Fies financing policy for the program sustainability in the pursuit of PNE goal 12.
