Chair of entrepreneurship of Colombia: pedagogical-conceptual obligations and improvisations

Resumo: This paper analyzes the context of the enactment of Law nr. 1014 of 2006 and the implementation of the Chair of Entrepreneurship in 19 Secondary and Middle School Educational Institutions (respectively equivalents to USA Middle and High Schools) in Popayán (Cauca, Colombia). As a main methodological instrument, we used an open-ended questionnaire to obtain information from the teaching staff responsible for the Chair. The discussion of the empirical data used a mixed approach. The first phase supported the quantitative analysis to estimate the answers obtained. A second moment emphasized the qualitative approach, seeking dialogue between empirical data, reference literature, and documentary sources. The results highlight the prioritization of the entrepreneurial (instrumental and economic) conception of entrepreneurship and, to a lesser extent, differentiated curricular practices from that hegemonic vision. We concluded that the perspective of the Chair of Entrepreneurship, imposed by Law, influenced the pedagogical-conceptual improvisation derived from the municipal marginalization of political decision-making at the national level.

La discusión de los datos empíricos, obtenidos mediante la aplicación de un cuestionario con preguntas abiertas al profesorado responsable por dicha cátedra, utilizó un abordaje mixto. La primera fase analítica privilegió el análisis cuantitativo de las respuestas obtenidas. Un segundo momento enfatizó el abordaje cualitativo buscando la dialogicidad entre los datos empíricos, la literatura de referencia y las fuentes documentales. Los resultados apuntan la priorización de la concepción empresarial, instrumental y economicista, del emprendimiento y, en menor expresión, prácticas curriculares diferenciadas de esa visión hegemónica. Se concluye que dicha cátedra, impuesta mediante Ley, incidió en la improvisación pedagógico-conceptual derivada de la marginación municipal de la toma de decisiones políticas en el ámbito nacional.Analisa-se o contexto de promulgação da Lei n. 1014, de 2006, e a implementação da Cátedra de Empreendedorismo em 19 Instituições de Educação Básica Secundária e Média (equivalentes, respectivamente, ao Ensino Fundamental II e Ensino Médio, no Brasil) do município Popayán (Cauca, Colômbia). A discussão dos dados empíricos, obtidos mediante questionário de perguntas abertas ao professorado responsável, utilizou abordagem mista. O segundo momento enfatizou a ênfase qualitativa, buscando a dialogicidade entre os dados empíricos, a literatura de referência e as fontes documentais.
