National School Feeding Program (NSFP): perceptions of the state schools principals in the city of Campo Grande, MS

Resumo: This study aimed to analyze the perceptions of directors of state schools in Campo Grande, MS, about the National School Feeding Program (NSFP) law and about products purchased from family farming. The case of Campo Grande’s state schools was analyzed from the approach of Economic Sociology, using the concept of embeddedness. To achieve the goal, a semi-structured interview guide was formulated. A total of 73 directors from Campo Grande’s state schools were interviewed. The interviews were transcribed and analyzed by the content analysis method through thematic categorical analysis. Twenty-four were associated with negative perceptions to NSFP's law, giving rise to the construction of five major categories: Bureaucracy, Lack of Organization of Family Farming, Government Negligence, The Values Passed and Others. Positively there were 14 perceptions associated to NSFP's law that gave rise to the construction of four major categories: Administrative Decentralization, Quality, Economically Positive and Socially Positive. It shows the predominance of negative perceptions of the NSFP' law and that state schools of Campo Grande have difficulties to comply with the law in its entirety, pointing out that the objectives of the law in relation to school executions are still far from being achieved.

El caso de las escuelas estatales de Campo Grande se analizó desde la perspectiva de la Sociología Económica, utilizando el concepto de embeddedness. Para lograr el objetivo, se formuló un libreto de entrevista semiestructurado. Se entrevistaron 73 directores de las escuelas estatales de Campo Grande. Las entrevistas fueron transcritas y analizadas, utilizando el método de análisis de contenido a través del análisis temático categórico. Se asociaron 24 percepciones negativas a la Ley PNAE, dando lugar a la construcción de 5 grandes categorías: Burocracia, Falta de Organización de la Agricultura Familiar, Negligencia Gubernamental, Monto Transferido y Otros. Positivamente, se asociaron 14 percepciones a la Ley PNAE, dando lugar a la construcción de 4 grandes categorías: Descentralización Administrativa, Calidad, Económicamente Positivo y Socialmente Positivo. Se concluye que existe un predominio de percepciones negativas con relación a la Ley PNAE y que las escuelas estatales de Campo Grande tienen dificultades para cumplir con la ley en su totalidad, señalando que los objetivos de la ley con relación a la ejecución en las escuelas aún están lejos de ser alcanzadas.Este estudo objetivou analisar as percepções dos diretores das escolas estaduais de Campo Grande, MS, em relação à Lei do Programa Nacional de Alimentação Escolar (PNAE) e aos produtos adquiridos da agricultura familiar. O caso das escolas estaduais de Campo Grande foi analisado a partir da abordagem da Sociologia Econômica, utilizando o conceito de embeddedness. Para o alcance do objetivo, foi formulado um roteiro de entrevista semiestruturado. Foram entrevistados 73 diretores das escolas estaduais de Campo Grande. As entrevistas foram transcritas e analisadas, usando o método de análise de conteúdo por meio da análise categorial temática. Foram associadas 24 percepções negativas à Lei do PNAE, dando origem à construção de 5 grandes categorias: Burocracia, Falta de Organização da Agricultura Familiar, Negligência Governamental, Valor Repassado e Outras. Positivamente, foram associadas 14 percepções à Lei do PNAE, dando origem à construção de 4 grandes categorias: Descentralização Administrativa, Qualidade, Economicamente Positivo e Socialmente Positivo.
