Resumo: | In recent decades, the intensification of migrations due to political, religious, economic, and environmental reasons points to the need for joint responses between the territories of origin, transit, and destination of displaced individuals, also requiring an articulation between the local, national, regional, and supranational levels, and between governmental, intergovernmental, and non-governmental organizations. In this sense, we discuss the possibility of forming a global governance of migrations, from the perspective of multilevel governance and studies on regime formation, to analyze how international migrations instigate a new decision-making model. We also present initial empirical evidence from ongoing research on policies for welcoming international migrants and refugees in Brazil between 2010 and 2017. We analyze the actors involved and the articulations established between them, as well as the role of the central government and subnational units in the decision-making and implementation of public policies for international migrants and refugees in Brazil. Our initial hypothesis was that, in the Brazilian case, within the scope observed, there would be a dispersion of authority for the formulation and execution of public policies, from the central government to both supranational entities and subnational governments. Results of the analysis showed, however, that the governance arrangements identified in this theme show low adhesion of actors from central or subnational governmental spheres, weak institutionalization of policies, and social protection of a private, strongly assistencialist and philanthropic character, provided mainly by church entities, non-governmental organizations, and civil society associations. |

En este sentido, discutimos la posibilidad de conformar una gobernanza global de las migraciones, desde la perspectiva de la gobernanza multinivel y los estudios sobre la formación de regímenes, para analizar cómo las migraciones internacionales instigan un nuevo modelo de toma de decisiones. También presentamos evidencia empírica inicial de investigaciones en curso sobre políticas de acogida de migrantes y refugiados internacionales en Brasil, entre 2010 y 2017. Analizamos los actores involucrados y las articulaciones establecidas entre ellos, así como el papel del gobierno central y las unidades subnacionales en la toma de decisiones e ejecución de políticas públicas para migrantes internacionales y refugiados en Brasil. Nuestra hipótesis inicial fue que, en el caso brasileño, dentro del alcance observado, habría una dispersión de competencias para la formulación y ejecución de políticas públicas, desde el gobierno central hacia entidades supranacionales y gobiernos subnacionales. Los resultados del análisis mostraron, sin embargo, que los arreglos de gobernanza identificados en este tema muestran baja adhesión de actores de las esferas gubernamentales centrales o subnacionales, débil institucionalización de las políticas y una protección social de carácter privatista, fuertemente asistencialista y filantrópica, provista principalmente por entidades de la iglesia, organizaciones no gubernamentales y asociaciones de la sociedad civil.Au cours des dernières décennies, l'intensification des migrations pour des raisons politiques, religieuses, économiques et environnementales soulignent la nécessité de réponses conjointes entre les territoires d'origine, de transit et de destination des personnes déplacées, nécessitant également une articulation entre les niveaux local, national, régional et national. . niveaux régional, supranational, et entre les organisations gouvernementales, intergouvernementales et non gouvernementales. Nesse sentido, discutimos a possibilidade de formação de uma governança global das migrações, partindo da perspectiva da governança multinível e dos estudos sobre formação de regimes, para analisar como as migrações internacionais instigam um novo modelo de tomada de decisão. Apresentamos, ainda, evidências empíricas iniciais de pesquisa em andamento sobre políticas de acolhimento a migrantes internacionais e refugiados no Brasil, entre os anos 2010 e 2017. Analisamos os atores envolvidos e as articulações estabelecidas entre eles, bem como a atuação do governo central e das unidades subnacionais na tomada de decisão e execução de políticas públicas para migrantes internacionais e refugiados no Brasil. Nossa hipótese inicial era de que, no caso brasileiro, no recorte observado, ocorreria dispersão da autoridade para a formulação e execução de políticas públicas, a partir do governo central, tanto para entes supranacionais como para os governos subnacionais.
