Limitations in the development and maintenance process of Vale do Arinos rural cooperatives, Mato Grosso

Resumo: Cooperatives are formed by associations of people with collective work, democratic management, knowledge of the productive process, and socioeconomic relations. The objective of this work was to know which are the main obstacles to be overcome for rural cooperatives in northern Mato Grosso to remain and develop in the market. The multiple case study was used as a research method and semi-structured questionnaires were applied using the methodological technique called snowball sampling, or “chain of informants”, in two cooperatives: the Work Cooperative of Self-Employed Professionals and the Cooperative of Mixed Agriculture and Aquaculture of the Arinos River Valley. The results indicate that the administrators lack knowledge of the cooperative's management techniques, in addition to not knowing the requirements for opening and obtaining environmental licenses; members of the fiscal council are also unaware of financial control techniques; there is an excess of bureaucracy and lack of clarity in the rules applied by public regulatory agencies; and there is a lack of public policies that facilitate access to credit for members and cooperatives. These difficulties threaten existence, cause the main problems so that cooperatives can establish and develop themselves in the market. As a consequence, the studied cooperatives are inactive, causing losses to the cooperative members and the communities.

El objetivo de este trabajo era conocer cuáles son los principales obstáculos a superar para que las cooperativas rurales del norte de Mato Grosso permanezcan y se desarrollen en el mercado. El estudio de caso múltiple se utilizó como método de investigación, y se aplicaron cuestionarios semiestructurados utilizando la técnica metodológica llamada snowball sampling (muestreo de bola de nieve), o “cadena de informantes”, en dos cooperativas: la Cooperativa de Trabajo de Profesionales Autónomos y la Cooperativa de Agricultura Mixta y Acuícola del Valle del Río Arinos. Los resultados indican que los administradores desconocen las técnicas de gestión de la cooperativa, además de no conocer los requisitos para abrir y obtener licencias ambientales; los miembros del consejo fiscal tampoco conocen las técnicas de control financiero; existe un exceso de burocracia y falta de claridad en las reglas aplicadas por los organismos reguladores públicos; y hay una falta de políticas públicas que faciliten el acceso al crédito para los miembros y las cooperativas. Estas dificultades amenazan la existencia y causan los principales problemas para que las cooperativas puedan establecerse y desarrollarse en el mercado. Como consecuencia, las cooperativas estudiadas están inactivas, causando pérdidas a los miembros de la cooperativa y a las comunidades.As cooperativas são constituídas por associações de pessoas, com trabalho coletivo, gestão democrática, conhecimento do processo produtivo e relações socioeconômicas. Objetivou-se, com este trabalho, conhecer quais os principais entraves a serem superados para que as cooperativas rurais do norte de Mato Grosso se mantenham e se desenvolvam no mercado. O estudo de múltiplos casos foi utilizado como método de pesquisa, e questionários semiestruturados foram aplicados com a técnica metodológica snowball sampling (amostragem em bola de neve), ou “cadeia de informantes”, em duas cooperativas: a Cooperativa de Trabalho de Profissionais Autônomos e a Cooperativa Agropecuária Mista e Aquícola do Vale do Rio Arinos. Os resultados indicam que os administradores têm falta de conhecimento das técnicas de gestão da cooperativa, além não saberem das exigências para abertura e obtenção de licenças ambientais; os membros do conselho fiscal também desconhecem técnicas de controle financeiro; existe um excesso de burocracia e falta de clareza nas normas aplicadas pelos órgãos públicos regulatórios; e ocorre a falta de políticas públicas que facilitem acesso ao crédito para os cooperados e as cooperativas. Estas dificuldades ameaçam a existência e provocam os principais problemas para que as cooperativas possam se estabelecer e se desenvolver no mercado.
