Virtual Water Footprint of Mato Grosso exports versus Federal Onlendings Kandir Law and FEX: an analysis of the 2013-2017 period

Resumo: Indispensable for the production of all goods and services, water is used free of charge, mainly for agricultural production, and a large part of this production is exported, including water, called virtual water. Thus, the objective of the study is to compare the use of the Virtual Water Footprint of Mato Grosso exports with the refunds applied by the Kandir Law and Financial Aid for Export Promotion (FEX) received by the State and its municipalities. The study is descriptive, bibliographic, with a quantitative approach, and used as a source of secondary data. Export data were displayed on the official website of the Ministry of Industry, Foreign Trade and Services (MDIC) by the “Brazilian Trade Balance: Federation Units”. The Water Footprint (PH) was based on existing literature, calculated for each product, aggregated to one year and product. Water pricing was based on charges for the use of water resources provided by the National Water Agency (ANA). Data on federal onlendings referenced by the Kandir Law and the FEX were recorded on the official website of the National Treasury Secretariat (STN). Considering the metrics,  the  Virtual Water Footprint, in the 2013/2017, was R$ 4,141,608,401.68, while the amounts transferred by the Federal Government for the compensation was R$ 2,192,403,831.16, that is a difference in the amount of R$ 1,949,204,570.53, thus leaving an environmental deficit, as the transfers received are less than the cost of the Virtual Water Footprint.

En este contexto, el objetivo del estudio es comparar el costo de la Huella Virtual del Agua de las exportaciones de Mato Grosso con las transferencias establecidas por la Ley Kandir y la Ayuda Financiera para la Promoción de las Exportaciones (FEX) recibidas por el Estado y sus municipios. El estudio es descriptivo, bibliográfico, con un enfoque cuantitativo, y utiliza datos secundarios como fuente. Los datos de exportación se obtuvieron del sitio web oficial del Ministerio de Industria, Comercio Exterior y Servicios (MDIC), por la “Balanza comercial brasileña: Unidades de la Federación”. La Huella Hídrica (HH) se basó en la literatura existente, calculándola para cada producto y sumándola por año y producto. La determinación del precio del agua se basó en el cobro por el uso de los recursos hídricos proporcionados por la Agencia Nacional del Agua (ANA). Los datos sobre transferencias federales que se refieren a la Ley Kandir y la FEX se obtuvieron del sitio web oficial de la Secretaría del Tesoro Nacional (STN). Considerando las métricas de la huella hídrica virtual, en el período 2013/2017, fue R$ 4.141.608.401,68, mientras que los valores transferidos por el Gobierno Federal para la compensación fueron de R$ 2.192.403.831,16, es decir, una diferencia en el valor de R$ 1.949.204.570,53, dejando, así, un déficit ambiental, ya que las transferencias recibidas son inferiores al Huella Hídrica Virtual.Indispensável para a produção de todos os bens e serviços, a água é utilizada de forma gratuita, principalmente para a produção agropecuária, e grande parte dessa produção é exportada, incluindo a água, denominada de água virtual. Neste contexto, o objetivo do estudo é comparar a Pegada Hídrica Virtual das exportações mato-grossenses com os repasses estabelecidos pela Lei Kandir e pelo Auxílio Financeiro para Fomento das Exportações (FEX)  recebidos pelo Estado de Mato Grosso e seus municípios. O estudo é de natureza descritiva, bibliográfica, com abordagem quantitativa, e usou como fonte dados secundários. Os dados das exportações foram obtidos do site oficial do Ministério da Indústria, Comércio Exterior e Serviços (MDIC), pela “Balança comercial brasileira: Unidades da Federação”. A Pegada Hídrica (PH) foi com base na literatura existente, calculada para cada produto, agregando-a por ano e produto. A precificação da água teve como base a cobrança pelo uso dos recursos hídricos disponibilizados pela Agência Nacional de Águas (ANA). Os dados dos repasses federais referentes à Lei Kandir e ao Auxílio Financeiro para Fomento das Exportações (FEX) foram obtidos do site oficial da Secretaria do Tesouro Nacional (STN).
