Resumo: The study aimed to identify and evaluate the individual competences necessary for the practices of the municipal civil servant professionals. It is a descriptive and exploratory research with a qualitative approach. The survey was applied to civil servants of the Candói (PR), who are responsible for the management of the SIM/AM System Modules of the TCE/PR. A script for 20 semi-structured individual interviews and a semi-structured questionnaire were used as research tools, carried out in two phases. Phase 1, to characterize the interviewees and identify the competencies from the perception of 9 management servers of 10 modules, 7 team member servers who work in the 9 work groups, 3 immediate supervisors and 1 TCE/PR server, besides the competencies identified through CBO and MEC, according to the respective professional classes and academic training indicated by managers. Phase 2, to perform the 360º assessment of the competencies identified in phase 1. Within the scope of analysis, it was also sought to identify the gaps of competencies identified and evaluated, as well as the level of institutionalization of the professional practices adopted by managers. In the information presentation and analysis documentary analysis and of the content were used. Regarding the results, it was identified the domain (delivery) of 2.74 in the individual technical competences and 2.94 in the behavioral ones. Considering the totality of the modules, 68.75% of the assessments pointed to the levels “attends” or “exceeds” in the technical competencies and 85% in the behavioral ones. In this scenario, there is margin for improving behavioral competences, but, above all, it is necessary to improve the technical ones. The behavioral competences that presented the highest incidence of evaluations above than the level “attends” and “exceeds”, were: Communication and Organization; in the technical competences, Audit Knowledge, Computer Science Knowledge and Calculation Knowledge were the verified ones. The 360º evaluations also brought to light the fact that modules Cadastral Tables, Public Works and Patrimony, should be prioritized in promoting professional development and qualification. The research revealed the occurrence of gaps in technical competences in relation to all modules. In the behavioral ones, except for the Bidding, Internal Control and Tax modules, all others presented gaps. Finally, in general, it was possible to observe that the process of institutionalization of new practices is taking place in the organization, presenting a moderate stage of habitualization and objectification and low sedimentation. It is observed that in this process, the occurrence of coercive, normative and mimetic isomorphism occurs.

Se trata de una investigación de carácter descriptivo y exploratorio con enfoque cualitativo. La investigación se aplicará a los servidores públicos del Municipio de Candói (PR) responsables por la administración módulos del sistema SIM/AM del TCE/PR. Se utilizaron como instrumento de investigación, guiones para 20 entrevistas individuales semiestructuradas y cuestionario semiestructurado en dos fases: Fase 1 para caracterizar los encuestados e identificar las competencias desde la percepción de 9 servidores gestores de 10 módulos, 7 servidores miembros de equipos que actúan en los 9 equipos de trabajo, 3 supervisores inmediatos y 1 servidor del TCE/PR, además de las competencias identificadas vía CBO y MEC según las expectativas clase profesional y formación académica señaladas por los gestores; Fase 2. Para realizar la evaluación 360º grados de las competencias identificadas en la fase 3. Dentro del ámbito del análisis, se buscó identificar los gaps de las competencias identificadas y evaluadas. Además del nivel de institucionalización de las prácticas profesionales adoptadas por los gestores. En la presentación y análisis de las informaciones se utilizó análisis de documentos y de contenido. En cuanto a los resultados, se identificó el dominio (entrega) de 2,74 en las competencias técnicas y 2,94 en las conductuales. Considerando el total de los módulos, el 68,75% de las evaluaciones apunta a los niveles “atiende” o “superan” en las competencias técnicas y el 85% en los conductuales. En este escenario, hay margen para mejorar las competencias técnicas. Las competencias conductuales, pero sobre todo hay la necesidad de mejorar las competencias técnicas. Las competencias conductuales que presentan la mayor incidencia de evaluaciones inferiores al nivel atienden y superan han sido: Comunicación y organización; en las competencias técnicas han sido: Conocimiento de Auditoría, Conocimientos de informática, y Conocimientos de Cálculo. Las evaluaciones 360º grados han mostrado aún el descubrimiento de módulos Tablas de Registro, Obras Públicas y Patrimonio deben ser priorizados en la promoción del desarrollo y la capacitación profesional. La investigación reveló la ocurrencia de gaps en las competencias técnicas en relación a todos los módulos. En las conductuales la excepción de los módulos Licitaciones, Control Interno y Tributario todos los demás módulos presentaron gaps. Finalmente, de una forma general fue posible observar que en la organización está ocurriendo el proceso de institucionalización de nuevas prácticas, presentando la etapa moderada de habitualización y objetificación y bajo sedimentación. En este proceso está claro la ocurrencia del isomorfismo coercitivo, normativo y mimético.O estudo pretendeu identificar e avaliar as competências individuais necessárias para a prática profissional de servidores públicos municipais. Trata-se de uma pesquisa de caráter descritiva e exploratória com abordagem qualitativa. A pesquisa foi aplicada aos servidores públicos do Município de Candói (PR) responsáveis pela gestão dos módulos do Sistema SIM/AM do TCE/PR. Foram utilizados como instrumentos de pesquisa um roteiro para 20 entrevistas individuais semiestruturadas e um questionário semiestruturado em duas fases: Fase 1, para caracterizar os entrevistados e identificar as competências a partir da percepção de 9 servidores gestores de 10 módulos, 7 servidores membros de equipes que atuam nas 9 equipes de trabalho, 3 supervisores imediatos e 1 servidor do TCE/PR, além das competências identificadas via CBO e MEC, conforme as respectivas classes profissionais e formações acadêmicas indicadas pelos gestores; Fase 2, para realizar a avaliação 360º graus das competências identificadas na Fase 1. Dentro do escopo de análise, buscou-se identificar os gaps das competências identificadas e avaliadas, além do nível de institucionalização das práticas profissionais adotadas pelos gestores. Na apresentação e análise das informações utilizou-se análise documental e de conteúdo. Quanto aos resultados, identificou-se o domínio (entrega) de 2,74 nas competências individuais técnicas e 2,94 nas comportamentais. Considerando a totalidade dos módulos, 68,75% das avaliações apontaram para os níveis “atende” ou “supera” nas competências técnicas e 85% nas comportamentais. Neste cenário, há margem para aprimorar as competências comportamentais, mas, sobretudo, há necessidade de aprimorar as competências técnicas. As competências comportamentais que apresentaram a maior incidência de avaliações inferiores ao nível “atende” e “supera” foram: Comunicação e Organização; nas competências técnicas foram: Conhecimentos de Auditoria, Conhecimentos de Informática e Conhecimentos de Cálculo. As avaliações 360º graus trouxeram ainda a constatação de que os módulos Tabelas Cadastrais, Obras Públicas e Patrimônio devem ser priorizados na promoção do desenvolvimento e capacitação profissional. A pesquisa revelou a ocorrência de gaps nas competências técnicas em relação a todos os módulos. Nas comportamentais, à exceção dos módulos Licitações, Controle Interno e Tributário, todos os demais apresentaram gaps. Por fim, de uma forma geral, foi possível observar que na organização está ocorrendo o processo de institucionalização de novas práticas, apresentando estágio moderado de habitualização e objetificação e baixo de sedimentação. description The study aimed to identify and evaluate the individual competences necessary for the practices of the municipal civil servant professionals. It is a descriptive and exploratory research with a qualitative approach. The survey was applied to civil servants of the Candói (PR), who are responsible for the management of the SIM/AM System Modules of the TCE/PR. A script for 20 semi-structured individual interviews and a semi-structured questionnaire were used as research tools, carried out in two phases. Phase 1, to characterize the interviewees and identify the competencies from the perception of 9 management servers of 10 modules, 7 team member servers who work in the 9 work groups, 3 immediate supervisors and 1 TCE/PR server, besides the competencies identified through CBO and MEC, according to the respective professional classes and academic training indicated by managers. Phase 2, to perform the 360º assessment of the competencies identified in phase 1. Within the scope of analysis, it was also sought to identify the gaps of competencies identified and evaluated, as well as the level of institutionalization of the professional practices adopted by managers. In the information presentation and analysis documentary analysis and of the content were used. Regarding the results, it was identified the domain (delivery) of 2.74 in the individual technical competences and 2.94 in the behavioral ones. Considering the totality of the modules, 68.75% of the assessments pointed to the levels “attends” or “exceeds” in the technical competencies and 85% in the behavioral ones. In this scenario, there is margin for improving behavioral competences, but, above all, it is necessary to improve the technical ones. The behavioral competences that presented the highest incidence of evaluations above than the level “attends” and “exceeds”, were: Communication and Organization; in the technical competences, Audit Knowledge, Computer Science Knowledge and Calculation Knowledge were the verified ones. The 360º evaluations also brought to light the fact that modules Cadastral Tables, Public Works and Patrimony, should be prioritized in promoting professional development and qualification. The research revealed the occurrence of gaps in technical competences in relation to all modules. In the behavioral ones, except for the Bidding, Internal Control and Tax modules, all others presented gaps. Finally, in general, it was possible to observe that the process of institutionalization of new practices is taking place in the organization, presenting a moderate stage of habitualization and objectification and low sedimentation. It is observed that in this process, the occurrence of coercive, normative and mimetic isomorphism occurs.
