Resumo: This study was based on the relations established in the process of University-Company cooperation (U-C), taking as a basis the Theory of Triple Helix, in which the government, university and company are spheres that overlap, each propeller can influence the other, creating new relationships. Such interactions aim at the generation of innovation, in which the university is responsible for the transfer of knowledge, the company seeks the economic development through innovation and the government contributes with incentives and support to public policies. These relationships may influence the effective collaboration between the parts, therefore, the need to study them in accordance with their size, their conditioning and their characteristics. In this perspective, it was considered that the cyclical phases may constitute the process of cooperation U-C, being them, the negotiation, the commitment and the execution. Thus, the general objective of this study was to analyze the relations of cooperation established between the actors of a public university in the interior of Paraná and the companies incubated during the process of technology transfer. To this end, the methodology adopted was a qualitative approach, of a descriptive and analytical nature. As a strategy, the case study was used in a transverse way, having as primary data the collection of semi-structured interviews with the actors of U-C cooperation: managers of incubated and graduated companies, researchers and directors of the innovation agency. Secondary data were collected from publications and previous research on the innovation agency studied, as well as the information of the website of the agency. In addition, the non-participant observation was made with a record in the field diary and triangulation of data. The content analysis involved the pre-analysis phases; exploration of the material and treatment of results: the inference and the interpretation of the data collected. The main results demonstrated that the university plays its role by providing support to companies and involving researchers in the innovation environment. However, it has been realized that the university faces many challenges in terms of lack of academic awareness and social participation in activities related to innovation. It was verified that the government is little perceived in the Triple Helix, it is believed that this result has been influenced by the government's performance as an adjunct to the U-C cooperation. It is inferred that there are still lacks of public policies and effective participation of the government, mainly in encouraging an educational training on innovation. It was noted that the directors' view on the transfer of technology differs from the literature that composes this study, because the leaders believe that the transference occurs when the graduated companies or other companies outside the incubation process seek the agency to establish partnerships in the development of their innovations. It was concluded that the U-C relationship of the processes studied can be considered effective and there is mutual satisfaction among those involved.

Estas interacciones tienen como objetivo la generación de la innovación, en las que la universidad es responsable por la transferencia de conocimiento, la empresa busca el desarrollo económico a través de la innovación y el gobierno contribuye con incentivos y apoyo a las políticas públicas. Esas relaciones pueden influenciar la efectiva colaboración entre las partes, por eso, la necesidad de estudiarlas de acuerdo con su formato, sus condicionantes y sus características. En esta perspectiva, se consideró que las fases cíclicas pueden constituir el proceso de cooperación U-E, siendo ellas, la negociación, el compromiso y la ejecución. De esta forma, el objetivo general de este estudio fue analizar las relaciones de cooperación establecidas entre los actores de una universidad pública del interior del Paraná y de las empresas incubadas durante el proceso de transferencia de tecnología. Para ello, la metodología adoptada fue de abordaje cualitativo, de naturaleza descriptiva y analítica. Como estrategia, se utilizó el estudio de caso, de modo transversal, teniendo como datos primarios la recolección de entrevistas semiestructuradas con los actores de la cooperación U-E: gestores de las empresas incubadas y graduadas, investigadores y directores de la agencia de innovación. Los datos secundarios fueron recolectados a partir de las publicaciones e investigaciones anteriores sobre la agencia de innovación estudiada, así como de las informaciones de la página electrónica de la agencia. Además, se realizó la observación no participante con registro en el diario de campo y triangulación de los datos. El análisis de contenido involucró las fases de pre-análisis; explotación del material y tratamiento de los resultados: la inferencia y la interpretación de los datos recolectados. Los principales resultados demostraron que la universidad desempeña su papel dando apoyo a las empresas e involucrando a los investigadores en el ambiente de innovación. Sin embargo, se percibió que la universidad encuentra muchos desafíos en términos de falta de sensibilización de la academia y participación social en las actividades relacionadas a la innovación. Se verificó que el gobierno es poco percibido en la Hélice Triple, se cree que este resultado ha sido influenciado por la actuación del gobierno como coadyuvante de la cooperación U-E. Se infiere que aún faltan políticas públicas y participación efectiva del gobierno, principalmente en el incentivo a una formación educativa sobre innovación. Se notó que la visión de los directores sobre la transferencia de tecnología difiere de la literatura que compone ese estudio, pues los dirigentes creen que la transferencia ocurre cuando las empresas graduadas u otras empresas externas al proceso de incubación buscan la agencia para establecer alianzas en el desarrollo de sus innovaciones. Se concluyó que la relación U-E de los procesos estudiados puede ser considerada efectiva y hay satisfacción mutua entre los involucrados.Este estudo foi baseado nas relações estabelecidas no processo de cooperação universidade- empresa (U-E), tendo como base a Teoria da Hélice Tripla, na qual o governo, universidade e empresa são esferas que se sobrepõem, cada hélice pode influenciar a outra, criando novas relações. Tais interações objetivam a geração da inovação, nas quais a universidade é responsável pela transferência de conhecimento, a empresa busca o desenvolvimento econômico através da inovação e o governo contribui com incentivos e apoio às políticas públicas. Essas relações podem influenciar a efetiva colaboração entre as partes, por isso, a necessidade de estudá-las de acordo com seu formato, suas condicionantes e suas características. Nessa perspectiva, considerou-se que as fases cíclicas podem constituir o processo de cooperação U-E, sendo elas, a negociação, o comprometimento e a execução. Dessa forma, o objetivo geral deste estudo foi analisar as relações de cooperação estabelecidas entre os atores de uma universidade pública do interior do Paraná e das empresas incubadas durante o processo de transferência de tecnologia. Para isso, a metodologia adotada foi de abordagem qualitativa, de natureza descritiva e analítica. Os dados secundários foram coletados a partir das publicações e pesquisas anteriores sobre a agência de inovação estudada, bem como das informações da página eletrônica da agência. Além disso, realizou-se a observação não-participante com registro no diário de campo e triangulação dos dados. A análise de conteúdo envolveu as fases de pré-análise; exploração do material e tratamento dos resultados: a inferência e a interpretação dos dados coletados. Os principais resultados demonstraram que a universidade desempenha seu papel dando apoio às empresas e envolvendo os pesquisadores no ambiente de inovação. No entanto, percebeu-se que a universidade encontra muitos desafios em termos de falta de sensibilização da academia e participação social nas atividades relacionadas à inovação. Verificou-se que o governo é pouco percebido na Hélice Tripla, acredita-se que este resultado tenha sido influenciado pela atuação do governo como coadjuvante da cooperação U-E. Infere- se que ainda faltam políticas públicas e participação efetiva do governo, principalmente no incentivo à uma formação educativa sobre inovação. Notou-se que a visão dos diretores sobre a transferência de tecnologia difere da literatura que compõe esse estudo, pois os dirigentes acreditam que a transferência ocorre quando as empresas graduadas ou outras empresas externas ao processo de incubação procuram a agência para estabelecer parcerias no desenvolvimento de suas inovações. description This study was based on the relations established in the process of University-Company cooperation (U-C), taking as a basis the Theory of Triple Helix, in which the government, university and company are spheres that overlap, each propeller can influence the other, creating new relationships. Such interactions aim at the generation of innovation, in which the university is responsible for the transfer of knowledge, the company seeks the economic development through innovation and the government contributes with incentives and support to public policies. These relationships may influence the effective collaboration between the parts, therefore, the need to study them in accordance with their size, their conditioning and their characteristics. In this perspective, it was considered that the cyclical phases may constitute the process of cooperation U-C, being them, the negotiation, the commitment and the execution. Thus, the general objective of this study was to analyze the relations of cooperation established between the actors of a public university in the interior of Paraná and the companies incubated during the process of technology transfer. To this end, the methodology adopted was a qualitative approach, of a descriptive and analytical nature. As a strategy, the case study was used in a transverse way, having as primary data the collection of semi-structured interviews with the actors of U-C cooperation: managers of incubated and graduated companies, researchers and directors of the innovation agency. Secondary data were collected from publications and previous research on the innovation agency studied, as well as the information of the website of the agency. In addition, the non-participant observation was made with a record in the field diary and triangulation of data. The content analysis involved the pre-analysis phases; exploration of the material and treatment of results: the inference and the interpretation of the data collected. The main results demonstrated that the university plays its role by providing support to companies and involving researchers in the innovation environment. However, it has been realized that the university faces many challenges in terms of lack of academic awareness and social participation in activities related to innovation. It was verified that the government is little perceived in the Triple Helix, it is believed that this result has been influenced by the government's performance as an adjunct to the U-C cooperation. It is inferred that there are still lacks of public policies and effective participation of the government, mainly in encouraging an educational training on innovation. It was noted that the directors' view on the transfer of technology differs from the literature that composes this study, because the leaders believe that the transference occurs when the graduated companies or other companies outside the incubation process seek the agency to establish partnerships in the development of their innovations. It was concluded that the U-C relationship of the processes studied can be considered effective and there is mutual satisfaction among those involved.
