Resumo: The present study aims at understanding the elements which characterize the relation between the tobacco company Alliance One and the José Bonifácio Rural Municipal School, in the city of Rio Azul/State of Parana, in the perspective of unveiling the ideology of social responsibility. The city in issue is one of the largest tobacco producers in the South of the country and, the school teaches students who are children of the tobacco producers, which possess a purchase and sale contract with the tobacco company Alliance One. We sought to analyze this relation from the recent transformations of the State’s role in what refers to the offer of public education and the delegation of this right through the publicization with the private initiative, a movement which is resulting of the reforms thought from the social-liberal strand. The research was guided by the perspective of the dialectical historical materialism, which made it possible to see the phenomenon of the companies’ social responsibility beyond the appearance and the contradictions of reality, the work and the capital. The inquiries which are part of the problem are: what is the socioeconomic context of the city of Rio Azul/PR? How is it characterized the historical path of the country schools of Rio Azul/PR? What is the intention of the tobacco companies in subsidizing the school activities? Which relations are there between the Alliance One company and the pedagogical practices performed in the school in study? Does the public – private partnership in focus contributes to the construction of an ideology of social responsibility? The research was performed through a bibliographic and documental analysis, as well as semi-structured interviews and a record of depositions. The research is organized in four chapters. In the first, we analyzed the history and the socioeconomic characterization of the city of Rio Azul/PR. In the second, we presented the history of the rural municipal schools in the mentioned city. In the third we discussed the public – private relation starting from the 1990s and explained the interest of the companies in these partnerships, indicating some examples. In the fourth, we sought to put in evidence the relation between the José Bonifácio Rural Municipal School and the tobacco company Alliance One and the ideology of social responsibility. It was verified that the existent relation between the public power and the private initiative is ideological in the sense that the right to the extended journey is legally handed through agreements for the private sphere, which possesses less obligations and more advantages in relation to the society which receives the service, moreover, the education in the capitalist context goes through adjustments in its function and direction for the maintenance of the capital interests and, it finds in the State, a regulator of this relation which creates mechanisms to legitimize actions of the private initiative, thereby attesting its inefficiency against the solutions of the market. It was understood that there is a disengagement by the municipal government in relation to the transparency of the data linked to the agreement in question, which is guaranteed by the Law n. 12.527/2011 and that this factor is reinforced and reproduced by the public agents. O município em questão é um dos maiores produtores de tabaco do sul do país e, a escola possui educandos que são filhos de produtores de tabaco, os quais possuem contrato de compra e venda com a fumageira Alliance One. Buscamos analisar essa relação a partir das recentes transformações do papel do Estado no que se refere à oferta da educação pública e à delegação deste direito por meio da publicização com a iniciativa privada, movimento resultante das reformas pensadas a partir da vertente social-liberal. A pesquisa foi norteada pela perspectiva do materialismo históricodialético, o qual nos possibilitou enxergar o fenômeno da responsabilidade social empresarial para além da aparência e, as contradições da realidade, do trabalho e do capital. As indagações que fazem parte da problemática são: qual o contexto socioeconômico do município de Rio Azul? Como se caracteriza a trajetória histórica das escolas do campo de Rio Azul/PR? Qual a intenção das empresas fumageiras em subsidiar atividades escolares? Quais relações existem entre a empresa Alliance One e as práticas pedagógicas realizadas na escola em questão? A parceria público-privada em questão contribui para construir a ideologia de responsabilidade social? A perquisa foi realizada por meio de análise bibliográfica e documental, bem como entrevistas semiestruturadas e regitro de depoimentos. A pesquisa está organizada em quatro capítulos. No primeiro, analisamos a história e a caracterização socioeconômica do município de Rio Azul/PR. No segundo, apresentamos a história das escolas municipais do campo do município em questão. No terceiro discutimos a relação público privada a partir dos anos 1990 e explicitamos os interesses das empresas nessas parcerias, indicando alguns exemplos. No quarto buscamos evidenciar a relação entre a Escola Rural Municipal José Bonifácio e a empresa fumageira Alliance One e a ideologia de responsabilidade social. Verificou-se que a relação existente entre o poder público e a iniciativa privada é ideológica na medida em que o direito à jornada ampliada é entregue legalmente por meio de convênios para a esfera privada, a qual possui menos obrigações e mais vantagens em relação à sociedade que recebe o serviço, inclusive, a educação no contexto capitalista passa por adequações na sua função e sentido para a manutenção dos interesses do capital e, possui no Estado, um regulador dessa relação o qual cria mecanismos para legitimar ações da iniciativa privada e, atestando assim sua ineficiência frente às soluções do mercado.
