Territorialization Policy and its interrelationship with Social Assistance Policy: The Territory of South-BA Coastal Identity

Resumo: | The study analyzed the relationship between the territorial management underway in Bahia and the National Social Assistance Policy (PNAS) in the context of the South Coast Identity Territory (TLS). Qualitative research was conducted through interviews with representatives of CODETER and municipal managers of SUAS in the municipalities of Itajuípe and Itapé (small municipalities – IBGE classification). The Territory does not have medium-sized municipalities and only two large municipalities, which did not express interest in the research. The results indicate that the territorialization policy implemented by the state management of Bahia encounters obstacles, since it dispenses with the articulation with the state and federal instances, and that the actions of the government in the form of guidelines, express the hegemonic rationality of the set of forces and political subjects that act in the territory. There are weaknesses in the representativeness at the identity level, since the composition of CODETER has a low rate of participation of traditional peoples. In addition, there is the difficulty of cohesion for the construction of a territorial pact capable of providing economic dynamism to the Territory. Andthere are weaknesses in the recommendations presented in the Territorial Plano for Sustainable Development, which highlight the inconsistency of the objectives proposed for the TLS, because they do not consider the variables of the local reality, historical processes, conflicts and crises. The T erritório lacks more articulated actions with regard to territorial management and the relationship between the Territorial Collegiate and municipal, state and federal representations; which would enable the resolution of economic/productive issues of the T erritory, not evidenced in the State PPA of the last two quadrenniums. Regarding the Social Assistance policy, we consider its non-assumption of status, present in the 1988 Constitution, as an integral policy of social security, according to research reports that reveal the subsidiary character before other social policies such as health. Therefore, the category Território of Identity brings in its fertile core discussion of new parameters of development compatible with the transdisciplinary, dynamic and multidimensional nature of the concepts involved. However, the format scrutinized by State Law No. 13,214/2014 reiterates a model of abstract formulations of phenomena, permeated with false theoretical and historical premises, which do not present substantiated propositions about structural issues relevant to the ongoing problem. |

Foi realizada pesquisa qualitativa através de entrevistas junto a representantes do CODETER e gestores municipais do SUAS nos municípios de Itajuípe e Itapé (munícipios de pequeno porte – classificação IBGE). O Território não possui municípios de médio porte e apenas dois municípios de grande porte, que não manifestaram interesse na pesquisa. Os resultados apontam que a política de territorialização implantada pela gestão estadual da Bahia, encontra óbices, haja vista que prescinde da articulação com as instâncias estaduais e federais, e que as ações do governo sob a forma de diretrizes, expressam a racionalidade hegemônica do conjunto das forças e sujeitos políticos que atuam no território. Existem fragilidades na representatividade a nível identitário, uma vez que a composição do CODETER tem um baixo índice de participação dos povos tradicionais. Além disso, constata-se a dificuldade de coesão para a construção de um pacto territorial capaz de propiciar dinamismo econômico ao Território. Existem fragilidades nas recomendações apresentadas no Plano Territorial de Desenvolvimento Sustentável que evidenciam a inconsistência dos objetivos propostos para o TLS, por não consideram as variáveis da realidade local, os processos históricos, os conflitos e crises. O Território carece de ações mais articuladas no que diz respeito à gestão territorial e a relação entre o Colegiado Territorial e representações municipais, estaduais e federais; o que possibilitaria resolutividade de questões econômicos/produtivos do Território, não evidenciados no PPA Estadual dos dois últimos quadriênios. No tocante à política de Assistência Social, consideramos a sua não assunção ao status, presente na Constituição de 1988, como política integrante da seguridade social, conforme relatos de pesquisa que revelam o caráter subsidiário perante outras políticas sociais como por exemplo, a saúde. Portanto, a categoria Território de Identidade traz em seu bojo fértil discussão de novos parâmetros de desenvolvimento compatível com a natureza transdisciplinar, dinâmica e pluridimensional dos próprios conceitos envolvidos.
