NNational Elderly Policy: a contribution based on policy analysis

Resumo: The National Policy for the Elderly (PNI) represented a significant advance in policies for aging. Analyzes of the policy's results are already well developed and consolidated and generally point to its low effectiveness. This article aims to contribute to these analyses, taking the theoretical perspective of public policy analysis. A comprehensive bibliographical review was carried out on the subject, characterizing the course of the PNI and the obstacles to its implementation. Considering the phases of the policy cycle, it is assumed that the PNI can be considered a long-cycle policy, with incremental and disconnected implementation expressed in other subsequent distinct policies. With this, it is possible to refute the prevalent idea of ​​attributing low validity to the PNI, or even its nullity, and recognize the changes printed in public policies regarding aging, fulfilling, even if gradually and partially, the original objectives of the policy.

Já são bem desenvolvidas e consolidadas análises sobre os resultados da política que, em geral, apontam para sua baixíssima efetividade. O objetivo deste artigo é contribuir com essas análises, tomando a perspectiva teórica da análise de políticas públicas. Para tanto, fez-se ampla revisão bibliográfica sobre o tema, caracterizando o percurso do PNI e os entraves para sua implementação. Considerando-se as fases do ciclo de políticas, supõe-se que a PNI possa ser considerada uma política de ciclo longo, com implementação incremental e desconexa, expressa em outras políticas distintas subsequentes.
