Unemployment and task of employment, labor and income policies in Brazil

Resumo: | The article adresses the new pattern of the currently unemployment and the social and economic role of employment, work and income policies as one of the ways to manage the effects of unemployment in Brazil, as well as a mechanism for controlling capital over work. The purpose is to demonstrate how policies are made for creating and promoting a type of work that is not restricted to formal employment, but also it extends to different types of occupations that legitimize precarious work. Ad hoc, the material bases that maintain the persistence of unemployment in society and the foundations of employment, work and income policies in Brazil are sought. From a methodological point of view, it is used a bibliographical research based on Marx's social theory, debate between authors from different theoretical approaches and documentary research. It is concluded that the direction of employment policies reveals its contradictory character, as it follows the guideline of the protection of workers' rights by proposing the need for decent work and free choice, while directing its actions to encourage self-employment, on their own, under the discourse of promoting new types of employment that do not necessarily have formal ties. |

O objetivo é demonstrar como as políticas estão voltadas para a criação e a promoção de um tipo de trabalho que não se restringe ao emprego formal, mas se estende a diferentes tipos de ocupações que legitimam o trabalho precário. Para isso, buscam-se as bases materiais que mantêm a persistência do desemprego na sociedade e os fundamentos das políticas de emprego, trabalho e renda no Brasil. Do ponto de vista metodológico, utiliza-se a pesquisa bibliográfica com base na teoria social de Marx, o debate entre autores de diferentes abordagens teóricas e a pesquisa documental.
