The right to adult education in regulatory documents in the Angolan context

This article seeks to present an approach to the right to education for adults in the Angolan context. Education as a fundamental human right is disclosed in international and national documents, notably the Constitution of the Republic of Angola (2010) and the LBSEE (Law 32/20). This documentary research is organized into three blocks. In the first, introductory part, the recognition of this fundamental human right is highlighted, both at the international and national document level, as well as its neglect in Angola. In the second block, in turn, an analysis of the normative document guaranteeing social rights in force in this African country was developed, with emphasis on the LBSEE 32/20. In the third block, the importance of civil society is discussed in terms of monitoring the fulfillment of social rights, specifically the right to education. Finally, there are the final considerations. Given this proposal, it was possible to understand that, although the right to education for adults appears to be guaranteed in normative documents in Angola, the effective impact of this educational public policy still seems to be far from solving the problem of illiteracy in this African country of Portuguese expression, considering the existence of more than 4,676,900 illiterate Angolans.
