Resumo: | The main objective of this work is to address the counter-reform of higher education in Brazil during the period known as the New Republic, in order to better understand the motivations behind the greater strike and mobilization in universities until today, from 2012. We hypothesis that two main elements contributed to the prolonged duration of the political struggle in the context of this strike: a long period of deterioration of labor relations and conditions in public universities and a policy of counter-reforms in public education. In this sense, we describe two faces of the policy, one in which it is reflected in public education, and another in which it is expressed primarily in the enormous expansion, concentration, and centralization of capital in private higher education. We conclude that the conjugate analysis of these two faces has a strong strategic sense, given the enormous plasticity of the state under capitalism and its capacity to "change things so everything stays the same"- and at the core of "things that stay the same" we identified in the 2012 strike a policy of the state aimed at ruining public universities and diverting the bulk of public resources to the expansion of capital in private higher education. |
