“Everything must change so that everything can stay the same”: the participation of the popular-democratic strategy in the counter-reform of higher education

Resumo: The main objective of this work is to address the counter-reform of higher education in Brazil during the period known as the New Republic, in order to better understand the motivations behind the greater strike and mobilization in universities until today, from 2012. We hypothesis that two main elements contributed to the prolonged duration of the political struggle in the context of this strike: a long period of deterioration of labor relations and conditions in public universities and a policy of counter-reforms in public education. In this sense, we describe two faces of the policy, one in which it is reflected in public education, and another in which it is expressed primarily in the enormous expansion, concentration, and centralization of capital in private higher education. We conclude that the conjugate analysis of these two faces has a strong strategic sense, given the enormous plasticity of the state under capitalism and its capacity to "change things so everything stays the same"- and at the core of "things that stay the same" we identified in the 2012 strike a policy of the state aimed at ruining public universities and diverting the bulk of public resources to the expansion of capital in private higher education.

Nous partons de l'hypothèse qu'il y avait au moins deux déterminants majeurs pour le longue durée et le caractère combatif de cette mobilisation : un profond processus de désintégration des relations et des conditions de travail dans les universités et la politique de contre-réforme universitaire dans son intégralité. En ce sens, nous sommes passés par deux faces de ces politiques, celles dont l'expression se produit à l'intérieur des institutions publiques et une autre, qui se manifeste par l'énorme expansion, concentration et centralisation du capital dans l'enseignement privé. Nous arrivons à la conclusion qu'il y a un sens stratégique fort dans l'analyse conjointe de ces faces, puisque sous le capitalisme, l'État et ses formes sociales ont une énorme capacité de "changer certaines choses pour que tout reste comme il est" et au centre de ces permanences nous identifions une politique d'État profondément anti-universitaire et dirigée dans l'expansion du capital dans l'éducation.O trabalho tem como objetivo analisar a contrarreforma da educação superior nos governos da Nova República como meio de entendimento para as raízes da maior mobilização das categorias universitárias federais, em 2012. Parte-se da hipótese de que existiam pelo menos dois grandes determinantes para o caráter longo e combativo daquela mobilização: um longo processo de desintegração das relações e condições de trabalho nas universidades e a política de contrarreforma universitária como um todo. Nesse sentido, perpassamos duas faces dessas políticas, aquelas cuja expressão se dá internamente às instituições públicas e outra, que se manifesta na enorme expansão, concentração e centralização de capitais no ensino privado.
