The teacher’s union movement at the Federal University of Amapá: local conditions and national articulations in the construction of the 2012 strike

Resumo: It is analyzed the teacher’s union movement at the Federal University of Amapá (Unifap), highlighting the involvement with the construction of the national strike of the category, in 2012. The national context of the outbreak of the strike led by the National Union of Teachers of Higher Education Institutions (ANDES-SN) is considered, the mobilization process, the agenda of demands and the outcome of the movement. Historical aspects of Unifap stand out, with emphasis on the creation of the Unifap Teachers Union, in 1994, and its link to ANDES-SN, as Union Section, in 2002. Empirical information was obtained via an open questionnaire, answered by teachers who participated of the strike and acted as leaders of Sindufap in the period 2012-2020, to identify the involvement with the strike movement, local mobilization, articulation with the national struggle, the outcome and balance of the strike. It is identified that the precarious working conditions and the defense for the restructuring of the career were central elements in the adhesion to the strike movement, evidencing the articulation between the local demands and the national claim. Sindufap's involvement with the strike was active and mobilizing, making the movement an important space for political formation. Regarding the outcome, there is a negative evaluation in relation to meeting the strike agenda, but positive in its political balance. In short, the local experience of the 2012 strike was extraordinary: the assemblies and acts with great participation of the category, added to the union in the struggle with students and administrative technicians, electrified the category, in the hope that an effective change was on the horizon. collective force possible.

Nous avons examiné le contexte national de la grève protagonisée par le Sindicato Nacional dos Docentes das Instituições de Ensino Superior (ANDES-SN), le processus de mobilisation, la liste de revendications et la dispersion du mouvement. Les aspects historiques d'Unifap sont soulignés, en mettant l'accent sur la création de l'Union des Professeurs d'Unifap, en 1994, et son lien avec ANDES-SN, en tant que Section de ce syndicat, en 2002. Des informations empiriques ont été obtenues par le biais d'un questionnaire ouvert, auquel ont répondu les professeurs qui ont participé à la grève et agi en tant que dirigeants de Sindufap au cours de la période 2012-2020, afin d'identifier l'implication dans le mouvement de grève, la mobilisation locale, l'articulation avec la lutte nationale, le résultat et le bilan de la grève. Il a été identifié que les conditions de travail précaires et la défense de la restructuration de la carrière ont été des éléments centraux dans l'adhésion au mouvement de grève, montrant l'articulation entre les demandes locales et la revendication nationale. La participation de Sindufap à la grève a été active et mobilisatrice, faisant du mouvement un espace important d'éducation politique. En ce qui concerne le résultat, une évaluation négative est perçue par rapport à la réalisation de tous les objectifs de la grève, mais positive dans son bilan politique. En bref, l'expérience locale de la grève de 2012 a été extraordinaire: les assemblées et les actes avec une grande participation de la catégorie, ajoutés au syndicat dans la lutte avec les étudiants et les techniques-administratifs, ont électrisé la catégorie, dans l'espoir qu'un changement effectif était à l'horizon possible de la force collective.Neste artigo analisa-se o movimento sindical docente na Universidade Federal do Amapá (Unifap), destacando o envolvimento com a construção da greve nacional da categoria, em 2012. Consideram-se o contexto nacional da deflagração da greve protagonizada pelo Sindicato Nacional dos Docentes das Instituições de Ensino Superior (ANDES-SN), o processo de mobilização, a pauta de reivindicações e o desfecho do movimento. Destacam-se aspectos históricos da Unifap, com ênfase na criação do Sindicato dos Docentes da Unifap, em 1994, e sua vinculação ao ANDES-SN, como Seção Sindical, em 2002. Informações empíricas foram obtidas via questionário aberto, respondido por docentes que participaram da greve e atuaram como dirigentes do Sindufap no período 2012-2020, para identificar o envolvimento com o movimento grevista, a mobilização local, a articulação com a luta nacional, o desfecho e o balanço da paralisação. Identifica-se que as precárias condições de trabalho e a defesa pela reestruturação da carreira foram elementos centrais na adesão ao movimento paredista, evidenciando articulação entre as demandas locais e a reivindicação nacional. O envolvimento do Sindufap com a greve foi ativo e mobilizador, fazendo do movimento um importante espaço de formação política. Em relação ao desfecho, percebe-se avaliação negativa em relação ao atendimento da pauta grevista, mas positiva em seu balanço político.
