Fies and Prouni in the expansion of Brazilian higher education: policies to democratize access and/or to promote the private-mercantile sector?

Resumo: This article aims to analyze the higher education expansion public policies in Brazil, in the period from 1990 to 2015, through Fies and Prouni (2003-2015), and its relationship with the private sector in the formation of a lucrative educational market in order to identify the implications of these programs in the process of democratization of higher education. The analyzes showed the prevalence of the private sector in the offer of higher education in relation to the public sector. In the three programs analyzed, the expansion, occurred in the period from 1990 to 2015, contributed to the process of democratization of higher education, but it occurred through the private offer. This leads the conclusion that the current overview of higher education can be typified as expansion of commodification or its financialization, and the education, a social right, becomes a commodity.

Los análisis, mostraron que el sector privado prevaleció en la oferta de la educación superior en relación al sector público. La expansión ocurrida entre 1990 a 2015 concurrió para el proceso de democratización de la educación superior, pero, se dio en el sector privado, lo que lleva a concluir que el actual panorama por el cual se encuentra la educación superior puede ser tipificado como expansión de la mercadorización o de su aspecto financiero, dejando la educación de ser un derecho social para se volver  en una mercancía.O artigo propõe analisar as políticas públicas de expansão da educação superior no Brasil no período de (1990-2015), especialmente por intermédio do Fies e Prouni (2003-2015), e sua relação com o setor privado na formação de um mercado educacional lucrativo, a fim de identificar as implicações desses programas no processo de democratização da educação superior. As análises mostraram a prevalência do setor privado na oferta da educação superior em relação ao setor público.
