External Evaluation in Social Policy Management in Tejuçuoca Municipality Approved by UNICEF Seal

Resumo: | This article studies the external evaluation of social policies management focused on the municipal integration, in the town of Tejuçuoca-Ce (state of Ceara). It takes into account, for analyses, the constitutional principle of descentralization andautonomy of towns, the participation of civil society in the public management. The town of Tejuçuoca was chosen because of the evidences that it has been searching for alternatives to overcome the difficulties that still hamper itsdevelopment with the improvement of social policies, the inter-sectorial work of the public power engagement and the participation of partnerships, taking us to suppose that the external evaluation environment has been deeply influencedthe performance of public policies, resulting on good management practice process. The theory is based on the performance of the town in five editions of “Selo Unicef-Municipio Aprovado”(UNICEF Certification-Approved Town) (UNICEF,2008). In this article were used the investigation method, the case study and the bibliographycal, descriptive, field, qualitative nature research, whose goal is to investigate the impact of the external evaluation process on the managementpractices in the town of Tejuçuoca – state of Ceara. The sample has seven members: five managers and two members of the civil society. It was used a list of interviews with open questions and the tools were analysed in accordance with theelements: Civil Society and Public Policies Certification. The descentralization process in the town of Tejuçuoca occured in a very harmonious way, with the participation of managers of the civil society, which is confirmed by the sucessivecertification granted by UNICEF, highlighting both the health and education as the town's priorities. |

Considera-se para a análise, o princípio constitucional de descentralização e autonomia dos municípios,a participação da sociedade civil na gestão pública. A opção por Tejuçuoca deveu-se às evidências de que o município vem buscando alternativas para superação das dificuldades que ainda comprometem o seu desenvolvimento com a melhoria das políticas sociais, do trabalho intersetorial do envolvimento do poder público e as construções de parceiras, levando-nos a supor que o ambiente de avaliação externa tem influenciado de forma muito grande no desempenho de políticas públicas, resultando em processos de boas práticas de gestão. A suposição baseia-se no desempenho do Município em cinco edições do “Selo Unicef – Município Aprovado” (Unicef, 2008). Neste artigo utiliza-se o método de investigação oestudo de caso e a pesquisa bibliográfica, descritiva, de campo, de natureza qualitativa, com o objetivo investigar o impacto dos processos de avaliação externa sobre as práticas de gestão no município de Tejuçuoca – Ce. A amostra constitui-sede sete pessoas: cinco gestores e dois representantes da sociedade civil. Utilizou-se um roteiro de entrevistas com perguntas abertas e os dados analisados de acordo com os itens: Sociedade Civil e Certificação de Políticas Sociais.
