Resumo: This article treats, specifically, on public safety in the Democratic State of Right in Brazil. In beginning, it is made a historical abbreviation on public safety in Brazil discussing the main concepts and definitions used by the main authors that analyzethat theme and for the Constitution Federal Brazilian of 1988. In a second moment, the debate rotates around the public safety and his/her inclusion in the relationship of the Human Rights. Last, public safety is discussed as a social service curly by all of the people, whose larger promoter is directly the State through their institutions designated to accomplish that mission.

Em princípio, se faz um breve histórico sobre segurança pública no Brasil discutindo os principais conceitos e definições utilizadas pelos principais autores que analisam essa temática e pela Constituição Federal Brasileira de 1988. Num segundo momento, o debate gira em torno da segurança pública e sua inclusão na relação dos Direitos Humanos.
