Ceará State Transparency Portal:: study on its creation, implementation and application as an instrument of social control

Resumo: | In today’s globalized world where information flow at a breakneck pace, the opportunities for gain by the agents of corruption are large due to the speed that such events occur. Governments in order to prevent such an act are brought to seek tools, ideas and methods so they can combat and alleviate this action. Among the media found, it stood out the Transparency Portals as a way to demonstrate transparency in their actions. The object of our investigation is the Transparency Portal of the Ceará State Government in the period between the years 2009-2013 and aims to understand the process of creation and implementation as well as its use as an instrument of Social Control. It were used as a sourceof research Laws that established the Federal Constitution, the monitoring tool portal “Google Analytics”, reports produced by Cell Ethics and Transparency of the Comptroller and Ombudsman of the State of Ceará, in addition to research global network computers. The theoretical framework is based on the experience of other countries with models: Fiscal Transparency of IMF; Fiscal Responsibility Act of New Zealand; Budget Enforcement Act U.S.; Maastricht Treaty on European Monetary Union; and particularly in the Complementary Law No. 101 of 04/05/2000; Complementary Law No. 131 of 27/05/2009 and the Federal Constitution of 1988. Methodology used is qualitative, deductive and exploratorynature with data collection for literature search and document analysis. The results go according to the laws of creation and deployment of portals, but their evaluation by the satisfaction survey was unreasonable. |

Os governos na tentativa de coibir tal ato são levados a procurarem ferramentas, ideias e métodos para que possam combater e amenizar essa ação. Entre os meios encontrados, destacaram-se os Portais da Transparência como forma de demonstrar a transparência nos seus atos. O objeto de nossa investigação é o Portal da Transparência do Governo do Estado do Ceará no período compreendido entre os anos de 2009 a 2013 e tem como objetivo compreender seu processo de criação e implantação, bem como sua utilização como instrumento de Controle Social. Foram utilizadas como fonte de pesquisa as Leis que o instituíram, a Constituição Federal, a ferramenta de monitoramento do portal “Google Analytics”, relatórios produzidos pela Célula de Ética e Transparência da Controladoria e Ouvidoria do Estado do Ceará, além de pesquisa na rede mundial de computadores. O referencial teórico se baseia na experiência de outros países com os modelos: Fiscal Transparency do FMI; Fiscal Responsibility Act da Nova Zelândia; Budget Enforcement Act dos EUA; Tratado de Maastricht da União Monetária Europeia; e em particular na Lei Complementar de Nº 101 de 04/05/2000; Lei Complementar nº 131, de 27/05/2009 e Constituição Federal de 1988. A metodologia utilizada é de natureza qualitativa, dedutiva e exploratória com coleta de dados por pesquisa bibliográfica e análise documental.
