Perception of municipal public transparency: citizens 'interest

Resumo: Transparency aims to ensure the publication of government data and information, making it available to all citizens, contributing to the control and improvement of the management of public resources. This information must be understandable by all citizens, so that individuals can observe what has been done and give their opinion. These things are determined in the Access to Information Law, which provides for the disclosure of information. Thus, the present study aims to analyze the citizens who access the municipal public transparency portals and how they perceive them. A survey was carried out with 264 individuals from the state of Rio Grande do Sul. As data analysis techniques, the t test, ANOVA, Pearson's chi-square and factor analysis were used. The results show that the majority of citizens do not access the municipal transparency portal. Based on factorial analysis, four factors were formed. The perception of citizens aged 26 to 35 years is higher than those aged 36 to 45 years in relation to the interaction factor, and the perception of employees of a private company is greater than public officials regarding the resources factor. Therefore, the fact that the majority of respondents do not access the municipalities' transparency portal demonstrates that much still needs to be done in order for society to participate effectively in the municipal public transparency process.

Esta información debe ser comprensible para todos, para que las personas puedan observar lo que se ha hecho y dar su opinión, todo lo cual se determina en la Ley de Acceso a la Información, que establece la divulgación de información. Por lo tanto, el presente estudio tiene como objetivo analizar a los ciudadanos que acceden a los portales de transparencia pública municipal y cómo los perciben. Se realizó una encuesta con 264 individuos de Rio Grande do Sul. Como técnicas de análisis de datos, se utilizaron la prueba t, ANOVA, el chi-cuadrado de Pearson y el análisis factorial. Los resultados muestran que la mayoría de los ciudadanos no acceden al portal municipal de transparencia. Además, se formaron cuatro factores, con la percepción de que los ciudadanos de 26 a 35 años son mayores que los de 36 a 45 años en relación con el factor de interacción, y la percepción de los empleados de una empresa privada es mayor que funcionarios públicos sobre el factor recursos. Por lo tanto, el hecho de que la mayoría de los encuestados no acceda al portal de transparencia de los municipios demuestra que aún queda mucho por hacer para que la sociedad participe de manera efectiva en el proceso de transparencia pública municipal.A transparência visa assegurar a publicação de dados e informações governamentais, disponibilizando-as para todos os cidadãos, contribuindo para o controle e aprimoramento da gestão dos recursos públicos. Essas informações têm de ser compreensíveis por todos, para que os indivíduos possam observar o que vem sendo feito e assim opinar, sendo tudo isso determinado na Lei de Acesso à Informação, que preconiza a divulgação de informações. Assim, o presente estudo tem como objetivo analisar os cidadãos que acessam os portais de transparência públicos municipais e como é sua percepção em relação aos mesmos. Foi realizada uma survey com 264 indivíduos do Rio Grande do Sul. Como técnicas de análise de dados utilizou-se o teste t, a ANOVA, o Qui-Quadrado de Pearson e a análise fatorial. Os resultados demonstram que a maioria dos cidadãos não acessam o portal de transparência municipal. Além disso, formou-se quatro fatores, sendo que a percepção dos cidadãos de 26 a 35 anos é maior do que aqueles que possuem de 36 a 45 anos em relação ao fator interação, e a percepção dos funcionários de empresa privada é maior do que os funcionários públicos quanto ao fator recursos.
