Borders and international relations: subnational administrations as protagonists of territorial governance

Resumo: | Managing bordering territories is a challenge for subnational administrations due to territorial discontinuity. Border zones consist of at least two geographic areas belonging to different countries. Many of the managing issues and difficulties are shared by neighbors, but not their solutions, which run up against jurisdictional constraints. The needs of bordering municipalities to be protagonists in coping with difficulties that exceed their geographical boundaries are increasingly observed. This article discusses the possibilities of territorial governance between territories located in border regions. To do that, we resorted to bibliographic research and experiences in Brazilian consulates abroad lived by one of the authors. It was found that there is already a literature pointing out the importance of subnational administrations’ participation in the paths taken by international politics, particularly. Bordering municipalities can and should stimulate cooperation initiatives and take advantage of existing instruments, such as border committees, to become spokespersons for local claims to national administrations. |

Las zonas fronterizas consisten en, al menos, dos áreas geográficas pertenecientes a diferentes países. Muchos de los problemas y dificultades de gestión son compartidos por los vecinos, pero no sus soluciones, que chocan con los límites jurisdiccionales. Cada vez se observan más las necesidades de municipios fronterizos de ser protagonistas en el enfrentamiento de dificultades que exceden sus límites geográficos. Este artículo discute las posibilidades de gobernanza territorial entre territorios ubicados en regiones fronterizas. Para ello, recurrimos a investigación bibliográfica y experiencias en consulados brasileños en el exterior vividas por uno de los autores. Se encontró que ya existe una literatura que señala la importancia de la participación de gobiernos subnacionales en los caminos que toma la política internacional, en particular. Los municipios fronterizos pueden y deben estimular iniciativas de cooperación y aprovechar instrumentos ya existentes, como los comités de frontera, para convertirse en portavoces de las reivindicaciones locales ante los gobiernos nacionales.La gestion des territoires frontaliers est un défi pour les gouvernements sous-nationaux en raison de la discontinuité territoriale. Les zones frontalières sont formées, au moins, de deux zones géographiques appartenant à des pays différents. De nombreux problèmes et difficultés de gestion sont partagés par les voisins, mais pas leurs solutions, qui se heurtent à des limites juridictionnelles. Les besoins des municipalités frontalières d’être protagonistes face à des difficultés qui dépassent leurs limites géographiques sont de plus en plus observés. Cet article discute des possibilités de gouvernance territoriale entre territoires situés dans des régions frontalières. Pour ce faire, nous avons eu recours à une recherche bibliographique et aux expériences dans les consulats brésiliens à l’étranger de l’un des auteurs. Il a été constaté qu’il existe déjà une littérature qui souligne l’importance de la participation des gouvernements sous-nationaux dans les orientations de la politique internationale, en particulier. Les municipalités frontalières peuvent et doivent stimuler les initiatives de coopération et profiter des instruments déjà existants, tels que les comités frontaliers, pour devenir les porte-parole des revendications locales auprès des gouvernements nationaux.A gestão de territórios fronteiriços é um desafio para os governos subnacionais por conta da descontinuidade territorial. Muitos dos problemas e dificuldades da gestão são compartilhados pelos vizinhos, mas não suas soluções, que esbarram nos limites jurisdicionais. Cada vez mais são observadas as necessidades de municípios fronteiriços serem protagonistas no enfrentamento de dificuldades que excedem seus limites geográficos. Este artigo discute as possibilidades de governança territorial entre territórios localizados em regiões de fronteira. Para tanto, recorreu-se a pesquisa bibliográfica e vivências em consulados brasileiros no exterior de um dos autores. Constatou-se já existir uma literatura que acena para a importância da participação dos governos subnacionais nos rumos da política internacional, em especial.
