A Conceptual Dialogue on Public Policy: literature review

Resumo: | The aim of this article is to analyze the concept of public policies in a structured, way to allow its systemic understanding from the State of the Question, elaborated in qualified journals between 2006 and 2020. This is a bibliographical research with a qualitative approach, which focuses on the public policy category. To support the conceptual dialogue, it was discussed how the revised literature deals with the concept of public policy, its specificities and perspectives as a field of scientific knowledge, reaching its distinct categories, typologies and essential dimensions, which allowed delimiting the scope of the State of Question and the construction of the intended object of investigation. There was disagreement among researchers regarding the conceptual and constitutive part of the theme. Thus, it is concluded that public policies are presented as strategic mechanisms, guiding the relationship between the public entity and society, above all, in the dynamics established in their subsystems that even impact their results. |

Trata-se de pesquisa bibliográfica de abordagem qualitativa, tendo como foco abrangente a categoria política pública. Para subsidiar o diálogo conceitual abordou-se como a literatura revisada trata o conceito de políticas públicas, suas especificidades e perspectivas enquanto campo de conhecimento científico alcançando suas distintas categorias, tipologias e dimensões essenciais, o que permitiu delimitar o alcance do EQ e a construção do objeto investigado. Constatou-se o dissenso entre os pesquisadores quanto a parte conceitual e constitutiva da temática.
