Public Administration in the 21st century: rends in soft skills teaching and learning

Resumo: This article aimed to analyze trends in the teaching and learning of soft skills in the area of Public Administration (PA) in Portugal. Methodologically, the research was supported by the application of an exploratory questionnaire to AP professors and final year students in the six higher education institutions that teach in this area in the country. The results demonstrate a widespread recognition of the importance of soft skills attributed by PA students and teachers, although there is not always a correspondence with the perception of their learning. The analysis by educational institution allowed us to identify in which competences (soft and hard) in each of them are more and less strong, revealing that it is in polytechnics where the global apprehension of competences seems to be lower. As a contribution, this research presents a diagnosis of competences in PA teaching and learning in Portugal that can serve to inform improvements in the quality of training in this area.

Metodologicamente, a pesquisa sustentou-se na aplicação de um questionário exploratório a docentes e estudantes finalistas do curso de AP nas seis instituições de ensino superior que lecionam nesta área no país. Os resultados demonstram um reconhecimento generalizado da importância das soft skills atribuída pelos estudantes e docentes em AP, embora nem sempre haja correspondência com a perceção da sua aprendizagem. A análise discriminada por instituição de ensino permitiu identificar em quais competências (soft e hard) em cada uma delas é mais e menos forte, revelando que é nos politécnicos onde a apreensão global de competências parece ser mais baixa.
