Land Statute: political debates and the disputes over the form of agrarian reform in the first military government

Resumo: During the Brazilian Dictatorship, on the 30th of November of 1964, it was promulgated by the military government of Humberto Alencar Castello Branco, the Land Statute, characterized as a set of legal provisions that defined land ownership in Brazil, as well as it defined the instruments required to perform the Agrarian Reform. Notwithstanding it was approved by the Congress in the first year of government, its elaborating process and procedure consisted in a period of intense political discussions about the reach and nature that this proposal should take. In this sense, this article aims to understand the political disputes that occurred, even on an exception regimen, by a form of Agrarian Reform. In order to develop this analysis we will examine parliamentary speeches delivered in the months leading up to the passage of the law and columns published in the press, as these type of sources can make it possible to reflect on the positions of the various stakeholders such as: politicians, regional authorities and government.

Embora tenha sido aprovado pelo Congresso ainda no primeiro ano do governo, seu processo de elaboração e tramitação constituiu-se em um período de intensas discussões políticas acerca do alcance e da natureza que esta proposta deveria assumir.  Neste sentido, o presente artigo objetiva compreender as disputas políticas que ocorreram, mesmo sobre o regime de exceção, pela forma da Reforma Agrária.
